• Rehabilitate – During this phase, the channel has decayed to such an extent thatmaintenance cannot restore the condition or performance of the channel andrehabilitation is required.Various rehabilitation options should be considered to identify the optimum timeand treatment.• Replace – Once the channel has decayed into this zone, its condition orperformance has deteriorated to such an extent that rehabilitation is not possibleand the only effective treatment option available is to replace the channel eitherbefore failure (high consequence of failure) or after failure.Opportunities for the most cost-effective solution may be lost if the deterioration isallowed to go too far.Irrigation authorities need to be aware of the condition and performance of theirchannel assets. They need to adopt appropriate renewal and maintenance programsto achieve the lowest life cycle costs for their customers.Applying Optimised Renewal Decision Making (ORDM) analysis, an evaluation ofdecay curves and life-cycle costs can lead to effective treatment or interventionstrategies for maintenance, rehabilitation and replacement of channel banks. Bydeveloping strategies and identifying intervention levels, optimal maintenance andrenewal programs can be developed.Depending on factors such as the existing condition and criticality of a channel, thevarious treatment options that could be considered include:1. Utilisation options- Operate differently- Maintain differently2. Non-asset solutions- Demand management- Operator training- Reduce level of service3. Renewal options- Rehabilitate- Replace4. New Work options- Create new asset- Augment existing asset5. Disposal option- Asset rationalisation6. Status Quo- continue existing practicesTo undertake optimised renewal analysis, considerable data is required, and all ofthis data may not be available. To overcome this a number of assumptions mayhave to be made based on interviews with experienced staff and tested in sensitivityanalysis.
