TPW - Winter <strong>Maintenance</strong> <strong>Standards</strong>RO90 - 104/105/106 Snow and Ice ControlV. Level 4 - Snow PackedThis level of service requires that the road surface be maintained in a snow packedcondition as soon as possible after the storm has ended or abated normally withintwenty four (24) hours. This level of service applies only to local gravel roads. Toachieve this level of service the Operations Supervisor shall remove snow andapply sand as described in these <strong>Maintenance</strong> <strong>Standards</strong>Gravel roads shall only have sand or other approved abrasives applied. Theuse of salt or other deicers on gravel roads is strictly prohibited.The use of sand or other approved abrasives is to be limited, in terms ofboth quantity and frequency, and normally applied only to hills, turns,intersections and railway crossings after a storm has ended. Level areaswill not normally be sanded unless severe slippery conditions exist. Urbanareas may require the full length of the road be sanded.A snow packed surface is described as a smooth, hard, good drivingsurface with satisfactory friction with shoulders that are free of loosesnow. During warming trends it may be more efficient and economical tobare the surface than to try to maintain a snow packed condition.The Operations Supervisor shall ice blade all snow packed surfaces thathave washboarded, rutted, potholed or exhibit signs of developingslipperiness or where slipperiness has developed, especially due to rain orin rain conditions.A summary of Level 4 service is shown in the Levels of Service SummaryTable.December 1, 2001
