Highway Maintenance Response Time Standards

DRAFTGiven this scenario, an aggressive and strong preventive maintenance (PM) program isneeded to slow the deterioration process for all assets.The Department has also been moving towards an increased AOperations@ role on theState=s transportation system evolving to meet the demands on New York State’stransportation system.Over the past few years, Public or customer expectations have been documentedthrough a series of surveys conducted by the Federal Highway Administration. Lessthan half of the public is satisfied with the quality of the traffic flow on the nation=shighway (AManaging Our Congested Streets and Highways@, Publication No. FHWA-OP-01-018). The respondents identified high traffic volumes, roadwork, accidents, andtraffic signals as the major causes of highway travel delay. Congestion was on the topof the list for transportation issues affecting communities across the country.To mitigate the impacts of congestion, the public expects the State to operate thesystem efficiently while balancing the impacts to the environment and implementing themost cost effective measures. This strategy is a balanced approach to integrate ourinfrastructure investments, infrastructure maintenance and the operation of thatinfrastructure.MAINTENANCE AND OPERATIONS FIRST STRATEGYIMPLEMENTATIONTables 1 and 2 summarize the preventive maintenance, design modification (corrective)maintenance, response maintenance, and operations activities that should be targetedduring this program update. The region must prioritize projects or activities based onregion-specific conditions and maintenance needs. For all regions, the first priority ispreservation of assets on trade and intercity corridors. A list of these corridors is givenin attachment 4 of these instructions.5
