DRAFTAPPENDIX ADEFINITIONSThe concept of operations and management requires common terms and definitions.These terms have been defined to provide a common understanding by thosemanaging, installing, and operating transportation systems.The following definitions should be used in the context of the program updateinstructions. 1Management – the allocation of necessary resources for the proper functioning of thesystem.Operations – all actions necessary for the proper functioning of a system, such asinformation gathering, synthesis, and dissemination to equipment, other agencies, andthe traveling public, including those previously associated with response, preventive,and design modification (corrective) maintenance.<strong>Response</strong> maintenance – actions performed on an as-needed basis. This is alsoknown as demand maintenance, emergency maintenance, incident response andaccident response. It is required when the system breaks down or malfunctions. Uponnotification, the responsible agency is expected to dispatch an assessment and/or aresponse team to secure the site, diagnose the problem, mobilize the response, andrecord work accomplishment.Preventive maintenance – actions performed on a regularly scheduled basis using aset of procedures to preserve the intended working condition of the system and extendits service life.Design modification maintenance – actions invoked to correct a problem, toaccommodate changes in prevailing conditions, or to update installations to the currentstate-of-the practice.
