86 Annex A. Description of toolsRapid gender-based difference analysisWhyTo analyse gender issues in a particular scheme with the aim to plan actionfor higher productivity through more gender equity. For this we need to checkthe differences between male and female farmers regarding water rights andinclusion in Water Users Associations or Irrigation Cooperatives.How to1. It is recommended to perform this tool at the end of step 2a “schemedata collection” so as to use previously collected information for crosscheckingpurposes.2. Obtain information from the WUA, Irrigation Cooperative or SchemeDevelopment agent on the number and percentage of women farmdecision-makers in the scheme and the number and positions of womenhaving a specific function/responsibility within the WUA or IrrigationCooperative.3. Organize a group interview with a group of 10–15 female farmershaving plots at the head, middle and tail of the scheme and all womenhaving a specific organizational function/responsibility. Start briefly byintroducing the purpose of this tool.4. Using the checklist, try to fill in information on water and land rights ofwomen farmers and their inclusion as members or leaders in WUA orIrrigation Cooperatives.5. Fill in other information by cross-checking with previously collectedinformation on plot use “seasonal calendar”, organization “Organizationalanalysis”, socio-economic environment “Venn diagram”.6. After the interview, fill in the table A12 below. Performance is ratedgood (+) if there are no gender-based differences. If you find that milddifferences negatively affect women farm decision-makers, performanceis rated average (+-). If most female farm decision-makers face majorproblems compared to males, the performance is low (-).

Concretized rights arethe actual implementation of categorical rights. For example, in a particularscheme women may have categorical water rights as they are members of theWUA, but their actual access to water (concretized rights) may be less securecompared to men.
