PRDA Manual 107Transfer of responsibility matrixWhyIdentify who is currently responsible for certain tasks and how this will changeduring implementation of the action plan. This may also provide informationon capacity building needs.The tool can be especially useful in areas where farmers see attracting aid asone of their possible strategies (next to growing crops, rearing livestock orfinding wage labour jobs) as a reaction to frequent exposure to developmentaid projects.How to1. For each element of the irrigated agricultural system addressed by theaction plan, ask farmers to list the major tasks and responsibilities.Write them in the first column of a matrix2. Ask participants to name the major stakeholders directly involved inrunning the irrigation scheme and write them at the top row of thematrix.3. For each task ask participants to distribute five stones among thestakeholders according to how much responsibility they have. When astakeholder gets five stones it means he is totally responsible4. Create a second matrix with the same tasks and stakeholders. Repeatthe process of distributing stones to represent what the hopes are forthe situation after implementation of the action plan.Optional5. Repeat the process again to reflect the situation over the past (10years). This may be useful if the irrigation scheme was performingbetter in the past and you want to learn how things were done at thattime.Example (Table A18)
