82 Annex A. Description of toolsHow to1. For <strong>org</strong>anizational analysis three information sources can be used:• board members <strong>and</strong> other important members (people withspecific functions such as accountants or block leaders);• written administrative matters <strong>and</strong> accounts of the WUA/Cooperative Society;• the appearance of the office building (if there is one).2. Make an appointment with the board members, preferably at theiroffice building so that you can ask to see their administration <strong>and</strong> seewhat the building looks like.3. Try to fill in the checklist presented below by interviewing the board<strong>and</strong> other members.4. Then try to fill in additional information <strong>and</strong> cross-check the interviewsby studying the administration <strong>and</strong> accounts. However, farmersmay not like to show this to you so do not push too much for thisinformation.5. Another way to cross-check information is to have a look at the officebuilding to see if it is well maintained or empty, if there are files fordocuments, tools to maintain canals.ExampleThe matrix shows that the scheme is performing poorly as a result of<strong>org</strong>anizational problems that have forced the Executive Committee to takeover many of the tasks (Figure A7, Table A11 <strong>and</strong> Box A9).Figure A7.
