the contrary – there is this statement by Jiang Zemin, describing the process<br />

of building a society: “A learning society in which all people will learn<br />

or even pursue life-long education will emerge to boost their all-round<br />

development” – it could be achieved by re-defining of vertical structures,<br />

decision and policy making mechanisms, “permanent” positions and the<br />

aggregation of power, which do restrain faster development in the educational<br />

systems worldwide for quite some time. “Horizontal” way of organizational<br />

structures hypothetically does not suffer from such a danger, but<br />

only if the two conditions are met: the protocols already underestimated,<br />

embedded in the social structure of individuals (where the issues of social<br />

values and education arise) and constant communication, which, among<br />

other roles, serves as the support for the different system of reference. If<br />

those conditions are not fulfilled, top-down system wins hands-down :-)<br />

Just remember all those movies where a few of the robocops from some<br />

special forces or the group of trained terrorists crush into a building or a<br />

plane, and take over the control of hundreds of people… The privilege of<br />

being in the tactical (as opposed to “strategical”) position is that it allows<br />

any weapon at hand to be used, and whatever happens does not go under<br />

“Geneva Convention” rules. There are attempts to explore if some of the<br />

heritage of neo-liberalism can be recycled, appropriated and temporarily<br />

used to build transitional or evolutionary theories and practices. I would<br />

not bring any opinion on if this could be considered as taking part in existing<br />

rather then introducing new practices. An excerpt from “A Democracy<br />
