Commodity fetishism through aspiration <strong>for</strong> technology is there<strong>for</strong>e not<strong>in</strong>herently negative, but rather it marg<strong>in</strong>alises the place <strong>of</strong> critical analysis,remov<strong>in</strong>g the possibility <strong>of</strong> imag<strong>in</strong><strong>in</strong>g alternatives and thereby contribut<strong>in</strong>g toa false consciousness. Put simply, the acceptance <strong>of</strong> the capitalism-asdevelopmentvision represents a widespread illusion, or false consciousness,actively perpetuated by both <strong>in</strong>ternal and external <strong>in</strong>fluences (Easterly 2006,Wa<strong>in</strong>wright 2008) and legitimis<strong>in</strong>g the avoidance <strong>of</strong> conventionalaccountability mechanisms, evaluation and good governance.8.5.4 Case study: undercover computers <strong>in</strong> KafuloEffective monitor<strong>in</strong>g and evaluat<strong>in</strong>g is dependent on conscious engagementwith the factors identified above. This may lead to a significant disparitybetween what different parties consider to constitute an effective andappropriate development <strong>in</strong>tervention. The visit <strong>of</strong> the research team <strong>in</strong>Malawi to Kafulo primary school served to demonstrate this issue <strong>in</strong> practice.On arrival at the school (13/11/07) the research team were proudly directedto the designated computer lab: a <strong>for</strong>mer classroom conta<strong>in</strong><strong>in</strong>g ten desktopcomputers. The head teacher <strong>in</strong><strong>for</strong>med us that the computers had beendonated by the Hunter Foundation six months ago, but that no-one had yetreturned to tra<strong>in</strong> the teachers. One teacher directed me to one <strong>of</strong> themach<strong>in</strong>es and expla<strong>in</strong>ed that they could not make it work. Turn<strong>in</strong>g thecomputer around, I noticed that the cable to the monitor had fallen out, so Iplugged it back <strong>in</strong> and began us<strong>in</strong>g the computer as normal. This <strong>in</strong>itial<strong>in</strong>cident served to demonstrate the futility <strong>of</strong> donat<strong>in</strong>g technology withoutprovid<strong>in</strong>g the requisite basic tra<strong>in</strong><strong>in</strong>g.355
