EIE-SurveyorIn upper secondary vocational education the study programmes (ammattikoulu) take from two to threeyears to complete. Theunderly<strong>in</strong>g pr<strong>in</strong>ciple <strong>in</strong> university education is the freedom of research <strong>and</strong> university autonomy, whichgives them extensive latitude for <strong>in</strong>dependent decisions. All F<strong>in</strong>nish universities are state -run, with thegovernment provid<strong>in</strong>g some 70 % of their fund<strong>in</strong>g. Each university <strong>and</strong> the M<strong>in</strong>istry of Educationconclude a three-year agreement on target outcome to determ<strong>in</strong>e the operational pr<strong>in</strong>ciples.- 144 -
