EIE-SurveyorBologna process <strong>in</strong> <strong>Europe</strong>systems <strong>in</strong> order to achieve greater transparency <strong>and</strong> compatibility for study programs <strong>and</strong> degrees,<strong>and</strong> promotes the adoption of a higher education system essentially based on three ma<strong>in</strong> cycles —Bachelor, Master <strong>and</strong> Doctorate.In this paper we analyze the impact of these changes <strong>in</strong> the new course architecture <strong>and</strong> proposesome guidel<strong>in</strong>es for future syllabus.U2. The BMD model <strong>and</strong> its impact on EIE EducationThe Bologna Declaration <strong>in</strong> 1999 is a strategic plan for achiev<strong>in</strong>g the <strong>in</strong>tegration of all the highereducation systems <strong>in</strong> the <strong>Europe</strong>an Union by the end of the year 2010. Its goal is to coord<strong>in</strong>ate thediverse higher education systems that function <strong>in</strong> the different member countries so that they canbecome more transparent while respect<strong>in</strong>g the cultural diversity <strong>and</strong> autonomy of each university. Thismodel favours not only a common credit system (ECTS) that allows an easy homologation thatpromotes mobility amongst undergraduate <strong>and</strong> graduate students, but also favours an earlier<strong>in</strong>tegration <strong>in</strong> the labour market, by shorten<strong>in</strong>g the duration of the first cycle to three or four years, asecond cycle of 2 years <strong>and</strong> f<strong>in</strong>ally the doctorate to be achieved <strong>in</strong> three years.The correspond<strong>in</strong>g titles are denom<strong>in</strong>ated Bachelor, Master, <strong>and</strong> Doctoral degrees- also known as theBMD model.Hence, it is necessary to evaluate the possibility of implement<strong>in</strong>g pedagogical strategies, makeadjustments <strong>in</strong> the teach<strong>in</strong>g <strong>and</strong> evaluation areas, design flexible curricular structures, optimizeacademic study periods <strong>and</strong> us<strong>in</strong>g <strong>in</strong>formation <strong>and</strong> communication technologies (ICTs) with<strong>in</strong> our ownuniversities <strong>in</strong> order to be more efficient <strong>in</strong> terms of the time required for the tra<strong>in</strong><strong>in</strong>g of eng<strong>in</strong>eers.Quality <strong>and</strong> efficiency are fundamental for any educational process.The ma<strong>in</strong> concern is that the st<strong>and</strong>ardization of educational systems may overlook the culturaldiversity of the countries <strong>and</strong>, therefore, be <strong>in</strong>sensitive to their specific local or regional needs. Somefear that traditional schools may disappear because of the Internet, while others discuss the<strong>in</strong>ternationalization <strong>and</strong> Americanization of the contents of some programs. The problem, undoubtedly,is a serious one. There are universities everywhere that are good <strong>and</strong> efficient, as opposed to othersthat are unable to guarantee a m<strong>in</strong>imum tra<strong>in</strong><strong>in</strong>g for their students.It is therefore necessary to reach <strong>in</strong>ternational agreements for quality assurance, accreditation <strong>and</strong>recognition for programs <strong>and</strong> titles that reduce the risks generated by globalization <strong>and</strong> <strong>in</strong>sure quality<strong>in</strong> the educational systems.The idea of mutual recognition of national systems of quality assurance is important <strong>and</strong> essential.From what has been expla<strong>in</strong>ed above it is evident that, due to the rapid growth <strong>and</strong> expansion ofhigher education, it is urgent to establish world-renowned mechanisms for quality assurance <strong>in</strong> the- 6 -
