EIE-SurveyorUniversities select their own students, <strong>and</strong> the competition for open<strong>in</strong>gs is stiff. All fields apply"numerus clausus", <strong>in</strong> which entrance exam<strong>in</strong>ations are a key element. Universities offer open<strong>in</strong>gs forabout one third of the age group. The annual number of new students is 23,000. The aim is to offer aplace <strong>in</strong> universities <strong>and</strong> polytechnics to 60-65% of the age group, which will be achieved soon.In the semesters 2001/2002 there were 162,785 university students <strong>in</strong> F<strong>in</strong>l<strong>and</strong>, of whom 21,008 werepostgraduate students. The share of eng<strong>in</strong>eer<strong>in</strong>g students was 21 %.In March 1998, the Government adopted a programme to <strong>in</strong>crease education relat<strong>in</strong>g to the<strong>in</strong>formation <strong>in</strong>dustry between 1998 <strong>and</strong> 2002. The programme has strongly <strong>in</strong>creased studentenrolment <strong>in</strong> electrical <strong>and</strong> <strong>in</strong>formation eng<strong>in</strong>eer<strong>in</strong>g curricula. Around 50 % of new university students<strong>in</strong> eng<strong>in</strong>eer<strong>in</strong>g will be <strong>in</strong> the EIE sector.All universities engage <strong>in</strong> both education <strong>and</strong> research <strong>and</strong> have the right to award doctorates.Master´s degree can generally be atta<strong>in</strong>ed <strong>in</strong> five years of full-time study.The polytechnics were established dur<strong>in</strong>g the reform process of the 1990s, <strong>and</strong> now a network of 29polytechnics covers the entire country. Most of these AMK <strong>in</strong>stitutions are multisector establishments.Former Technical <strong>in</strong>stitutes set up the basis for the Eng<strong>in</strong>eer<strong>in</strong>g Departments at the polytechnics. Thenumber of students <strong>in</strong> the polytechnics <strong>in</strong> 2002 was 126,206. The share of eng<strong>in</strong>eer<strong>in</strong>g students was33 % (42,088).U7.1.1 <strong>Electrical</strong> <strong>and</strong> Information Eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong> F<strong>in</strong>l<strong>and</strong>, boundaries of the field of study<strong>Electrical</strong> <strong>and</strong> Information Eng<strong>in</strong>eer<strong>in</strong>g has traditionally <strong>in</strong>cluded all discipl<strong>in</strong>es at Departments of<strong>Electrical</strong> Eng<strong>in</strong>eer<strong>in</strong>g (Sähkötekniikka). It means Power Eng<strong>in</strong>eer<strong>in</strong>g, Electronics, Automation <strong>and</strong>Systems Control, <strong>and</strong> Communications Eng<strong>in</strong>eer<strong>in</strong>g. In 1980’s new Departments of InformationTechnology (Tietotekniikka) were launched. They mostly concentrate on Computer Science <strong>and</strong>Eng<strong>in</strong>eer<strong>in</strong>g, Communications Eng<strong>in</strong>eer<strong>in</strong>g <strong>and</strong> Software Eng<strong>in</strong>eer<strong>in</strong>g.U7.1.2 Content, degrees <strong>and</strong> accreditationsThe extent of the degree programmes taken by the students is given <strong>in</strong> credit units (op<strong>in</strong>toviikko). Onecredit unit refers to an <strong>in</strong>put of approximately 40 hours of work, which consists of lecture hours,exercises <strong>and</strong> other forms of <strong>in</strong>struction as well as <strong>in</strong>dependent work. The extent of a diplomi-<strong>in</strong>s<strong>in</strong>ööridegree is 180 credit units <strong>in</strong>clud<strong>in</strong>g M.Sc. thesis (20 credits). One credit unit equals 1,5 ECTS.Each University has full autonomy to decide on the contents of each degree. The contents <strong>in</strong> EIEdegrees have many options at each University. Study programmes consist of basic studies, generalsubject-related studies, advanced professional studies, personal studies <strong>and</strong> a Master's thesis.Basic studies <strong>in</strong> eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong>clude mathematics, basic sciences <strong>and</strong> computer technology. After twoyears the studies become more subject-related. Students can choose specific study options with<strong>in</strong> thedegree programme. A Master's thesis is written dur<strong>in</strong>g the f<strong>in</strong>al year of the studies.- 145 -
