EIE-Surveyor23.1.2U Content, degree <strong>and</strong> accreditationsThe Higher Education Council (YÖK) established <strong>in</strong> 1981 is responsible for the plann<strong>in</strong>g, coord<strong>in</strong>ation<strong>and</strong> supervision of higher education <strong>in</strong> Turkey. The M<strong>in</strong>ister of National Education represents highereducation <strong>in</strong> the Parliament <strong>and</strong> can chair the meet<strong>in</strong>gs of the Higher Education Council but has noright of vote. Neither the decisions of the Council nor those of the universities are subject to ratificationby the M<strong>in</strong>istry.S<strong>in</strong>ce quality assurance <strong>in</strong> universities has ga<strong>in</strong>ed importance both at <strong>in</strong>ternational level <strong>in</strong> general <strong>and</strong><strong>in</strong> frame of Bologna Process for the last ten years, the attention of Turkish universities to qualityassurance has significantly <strong>in</strong>creased. S<strong>in</strong>ce the first years of 1990s, eng<strong>in</strong>eer<strong>in</strong>g programs of longestablisheduniversities have passed ABET (Accreditation Board for Eng<strong>in</strong>eer<strong>in</strong>g <strong>and</strong> Technology,USA) evaluation process <strong>and</strong> received equivalency accreditation issued by ABET for countries otherthan the USA <strong>and</strong> obta<strong>in</strong>ed a quality assurance that is <strong>in</strong>ternationally valid. Based upon thisexperience, Eng<strong>in</strong>eer<strong>in</strong>g Accreditation Board was established <strong>in</strong> scope of Eng<strong>in</strong>eer<strong>in</strong>g Deans’ Council<strong>in</strong> 2002. This unit has been evaluat<strong>in</strong>g eng<strong>in</strong>eer<strong>in</strong>g programs even though it does not have a legalentity status yet. In 1997, the Council of Higher Education <strong>and</strong> British Council started the “Project onDeterm<strong>in</strong><strong>in</strong>g the Quality of Turkish Universities”, completed its pilot studies <strong>and</strong> prepared a report onthe process but could not implement the <strong>project</strong>. Start<strong>in</strong>g from 1998-99 academic year, accreditationwas envisaged for the academic staff <strong>in</strong> faculties of education, which were restructured <strong>and</strong> <strong>in</strong> thiscontext regulations have been realized <strong>in</strong> order to <strong>in</strong>crease quality.In the last years, 7 universities passed <strong>in</strong>stitutional evaluation process of the <strong>Europe</strong>an UniversitiesAssociation (EUA). They participated <strong>in</strong> quality culture <strong>project</strong> of EUA s<strong>in</strong>ce 2002. This <strong>project</strong> targetsto develop <strong>and</strong> share quality culture among Bologna countries.In accordance with the “Regulations on Academic Assessment <strong>and</strong> Quality Improvement at HigherEducation Institutions” that was prepared by the Council of Higher Education <strong>and</strong> took force onSeptember 20, 2005, the Commission on Academic Assessment <strong>and</strong> Quality Improvement <strong>in</strong>Higher Education (YÖDEK) composed of 9 members selected by Interuniversity Board started itsworks. “Guide on Academic Assessment <strong>and</strong> Quality Improvement at Higher Education Institutions”completed by this Commission <strong>in</strong> May 2006, was prepared by consider<strong>in</strong>g the developments <strong>in</strong> theworld <strong>and</strong> <strong>Europe</strong> dimension, especially <strong>in</strong> Bologna Process <strong>and</strong> <strong>in</strong> this context it determ<strong>in</strong>es duties<strong>and</strong> responsibilities of the upper bodies of higher education <strong>and</strong> higher education <strong>in</strong>stitutions, <strong>in</strong>ternal<strong>and</strong> external assessment pr<strong>in</strong>ciples <strong>and</strong> criteria as well as details regard<strong>in</strong>g the process.- 441 -
