EIE-SurveyorIn Norway, both university <strong>and</strong> non-university education is offered <strong>in</strong> eng<strong>in</strong>eer<strong>in</strong>g. Appendix A conta<strong>in</strong>sa list of <strong>in</strong>stitutions. The university degree is now accepted to be Bachelors (normally of 3 –yearsduration) Masters. Nom<strong>in</strong>al time to obta<strong>in</strong> the Masters degree is 5 years.<strong>Electrical</strong> <strong>and</strong> Information Eng<strong>in</strong>eer<strong>in</strong>g <strong>in</strong> Norway, boundaries of thefield of studyThis is a difficult question. Elements of EIE are found <strong>in</strong> many discipl<strong>in</strong>es now. The trend is somest<strong>and</strong>-alone degrees <strong>in</strong> Informatics, Electronics, Cybernetics, Mechatronics, Computer Science etc. Inrecent times, there is also a focus on Bio<strong>in</strong>formatics. With more <strong>and</strong> more courses becom<strong>in</strong>g<strong>in</strong>terdiscipl<strong>in</strong>ary, the demarcation is gett<strong>in</strong>g <strong>in</strong>creas<strong>in</strong>gly blurred.18.1.1 UContent, degrees <strong>and</strong> accreditationsDue to a new rule (as the results of "Mjøsutvalget", committee headed by Prof. Mjøs (medic<strong>in</strong>e)) thecolleges <strong>and</strong> universities have a certa<strong>in</strong> amount of freedom, although the framework is def<strong>in</strong>ed by them<strong>in</strong>istry.Usually this <strong>in</strong>formation is available on the webpage of the colleges / universities.At NTNU <strong>and</strong> Telemark University College, particularly <strong>in</strong> eng<strong>in</strong>eer<strong>in</strong>g discipl<strong>in</strong>es, course evaluation isused extensively, with student based evaluation of all 1-3 year courses. A system for this evaluationhas been developed s<strong>in</strong>ce 1988. These evaluations are mostly done us<strong>in</strong>g <strong>in</strong>tranet questionnaires.Teacher evaluation has been limited now due to legal problems concern<strong>in</strong>g use of personnel database <strong>in</strong>formation. Programme evaluation, however, is less frequent. Such evaluation is <strong>in</strong>itiated <strong>in</strong>various fields of higher education from the Institute for Studies <strong>in</strong> Research <strong>and</strong> Higher Education, abody of the Norwegian Council of Science. In 1995, an <strong>in</strong>-depth evaluation of the university <strong>and</strong> nonuniversityelectronic eng<strong>in</strong>eer<strong>in</strong>g education at 21 universities <strong>and</strong> technical colleges was completed.The objective of this evaluation was def<strong>in</strong>ed thus: Provide qualified assessments of each <strong>in</strong>stitution’seducational profile, <strong>and</strong> strong <strong>and</strong> weak facets <strong>in</strong> a national <strong>and</strong> <strong>in</strong>ternational context. The committeeshall not rank the <strong>in</strong>stitutions. The assessment shall conclude with a list of actions that may beimplemented to improve the education <strong>and</strong> the learn<strong>in</strong>g environment. An important <strong>in</strong>strument was theself-evaluation phase, result<strong>in</strong>g <strong>in</strong> a report read by the experts who conducted the peer review. Afterassess<strong>in</strong>g the self-evaluation report, the experts visited each <strong>in</strong>stitution for two days, <strong>and</strong> later wrotean evaluation report. These reports are open to the public. Similarly, NOKUT assessed theEng<strong>in</strong>eer<strong>in</strong>g Education <strong>in</strong> Norway recently. The report is available <strong>in</strong> the references given below,<strong>in</strong>clud<strong>in</strong>g an English summary of the f<strong>in</strong>d<strong>in</strong>gs.- 333 -
