Identification of Potential EnvironmentalEffects and Proposed Mitigation• road access restrictions and management (e.g., road closed to public, restrict use of roadto Project personnel and vehicles, enforced speed limits, temporary road closures);• no hunting or trapping policy for Project employees;• minimizing visual and sensory disturbances (e.g., regular maintenance of equipment, limiting stray lighting, restrictions for blasting near wildlife);• waste storage and incineration (e.g., storing all attractants in bear-proof containers, incinerating waste in a timely manner, use of wildlife exclusion techniques);• carrion control (e.g., reporting of all road-kill occurrences, prompt removal of road-kill,proper disposal of carrion);• employee wildlife education program which will cover such topics as access roadrestrictions and operating protocols, awareness of wildlife sensitive areas and wildlifesensitive periods, waste and wildlife attractant management, no-hunting policies, wildlifeincidental observation reporting, and compliance requirements and disciplinary actionthat will be enforced by Hackett River Project management. As part of the environmental monitoring program for the project, implementation of a WildlifeEffects Monitoring Program (WEMP) will be developed to evaluate the effectiveness ofmitigation measures for reducing the impact of the Project on identified wildlife and wildlifehabitat.7.3.2.3 Migratory Songbirds and ShorebirdsPotential EffectsPotential project-related impacts to migratory song and shore birds include:• disturbance to nesting and breeding, potentially leading to nest abandonment;• lights from the mine facilities acting as attractants to migrating birds, leading to anincreased probability of collisions with infrastructure and injury or mortality to birds;• injury or death from collisions with vehicles along the roads; and• reduced reproductive productivity due to synergistic effects of the Project.Proposed MitigationPotential project impacts to migratory songbirds and shorebirds will be mitigated by developingand implementing wildlife management and mitigation plans as described in the terrestrialwildlife section.7.3.2.4 RaptorsPotential EffectsPotential project-related impacts to raptors include:January 2008 Hackett River Project – Project Proposal Sabina Silver CorporationReport Version B.1 7–21 Rescan Environmental Services Ltd.
