1. Introduction<strong>Sabina</strong> Silver Corporation (<strong>Sabina</strong>) is proposing to develop the <strong>Hackett</strong> <strong>River</strong> <strong>Project</strong> (the<strong>Project</strong>), which is located in the West Kitikmeot region of Nunavut, as shown in Figure 1-1.This <strong>Project</strong> <strong>Proposal</strong> is submitted in accordance with Articles of the Nunavut Land ClaimAgreement and the Nunavut Impact Review Board’s (<strong>NIRB</strong>) requirements for proposed minedevelopments.The objective of this report is to introduce the <strong>Project</strong> to the public and regulatory agencies andto initiate the review process. This report is also intended to support permit applications for the<strong>Project</strong>. Rescan Environmental Services Ltd. (Rescan) has prepared this <strong>Project</strong> <strong>Proposal</strong> onbehalf of <strong>Sabina</strong>. AMEC has been retained by <strong>Sabina</strong> for engineering services, and contributedto the <strong>Project</strong> Description portion of this report.1.1 Proponent Information and Current Authorizations<strong>Sabina</strong> is a Canadian publicly listed mining company (SBB: TSX-V) that is focused on its 100%-owned <strong>Hackett</strong> <strong>River</strong> <strong>Project</strong>.
