Environmental PlansMonitoring programs that will likely form components of the overall environmental monitoringprogram for the <strong>Hackett</strong> <strong>River</strong> <strong>Project</strong> include, but are not limited to, the following:• Environmental Effects Monitoring Program• Aquatic Effects Monitoring Program• Wildlife Effects Monitoring Program• Air Quality Monitoring Program• Surveillance Network Monitoring Program• Site Drainage Chemistry Monitoring Program<strong>Sabina</strong> is committed to working with the regulatory agencies and landowners to develop anappropriate environmental monitoring program for the <strong>Hackett</strong> <strong>River</strong> <strong>Project</strong>. It is expected thatthe requirements for monitoring the biophysical, socioeconomic, cultural and heritage resourcesthroughout the life of mine will be part of the terms and conditions of the <strong>Project</strong>’s licenses,permits and the IIBA.Monitoring programs will be modified throughout the life of mine to address policy andregulation changes and to benefit from technological advances where improvements can beclearly demonstrated. The primary objective will be to maintain compliance with the regulationsand requirements governing the project. ISO 14001 protocols will be used as a guide to auditproject performance and demonstrate continuous improvement during the operating period.9.2 Closure and Reclamation PlanA Closure and Reclamation Plan will be developed for the proposed <strong>Hackett</strong> <strong>River</strong> <strong>Project</strong>, whichwill address how the facilities associated with the mining operations, local and access roads and theair strip will be reclaimed and closed.Planning for reclamation and closure is mandated by the Nunavut Impact Review Board (<strong>NIRB</strong>)(<strong>NIRB</strong>, 2006) as well as through the Mine Site Reclamation Policy for Nunavut (DIAND, 2002)as part of receiving a permit to construct the <strong>Project</strong>. Therefore, the Closure Plan must besufficient to provide confidence to the government bodies that closure, decommissioning andreclamation will be successful. The abandonment and reclamation activities will presentpractices and treatments that are available to achieve appropriate abandonment goals andobjectives. All reclamation activities will be done in accordance with the final closure plan asapproved by the land use authorities and will be subject to terms and conditions including thoserequired by <strong>Sabina</strong> and the various government agencies.9.2.1 ObjectivesThe closure and reclamation plan will be designed to meet several objectives:• to protect the environment through sound reclamation practices;• to restore the land to its original state as closely as possible;January 2008 <strong>Hackett</strong> <strong>River</strong> <strong>Project</strong> – <strong>Project</strong> <strong>Proposal</strong> <strong>Sabina</strong> Silver CorporationReport Version B.1 9–3 Rescan Environmental Services Ltd.
