Nor was thematter cleared with any political party before Studyns'kyi and Smal-Stocki met with the Polish premier, Władysław Grabski, and StanisławŁoś on 3 September 1924. A few days later, they met with MinisterTadeusz Waryński, Jan Łoś, Fryderyk Zoll, and Stanisław Łoś.They agreed to establish formally a commission as outlined in theoriginal proposal, which would advise the government on the creationof chairs, appointment of faculty, and the like. 36The Polish governmentwas now committed to the imminent creation of the commission,and Studyns'kyi and Smal-Stocki had committed the Ukrainian faculty,or at least themselves, to work jointly with the Poles.Except for support from the Ukrainian faculty, and apparently someapprobation from the Educational Commission of the ShevchenkoScientific Society, Smal-Stocki and Studyns'kyi had no organizedcommunity backing. They hoped that the establishment of the nucleusfor a Ukrainian university would justify their tactics. When the plansfor the joint commission were announced on September 7, the Ukrainianpublic was taken totally by surprise.The announcement displeased some Ukrainians, who maintainedthat only a common front against the Poles would help Ukrainians. 37The Galician Ukrainian political parties, used to parliamentary tacticsdeveloped in Austrian times, resented that the faculty had not informedthe Inter-Party Council of the Polish initiative. On 27 September1924, Dilo, the major Ukrainian newspaper in Galicia, carried astatement by the Ukrainian Parliamentary Representation, over thesignature of its ranking member, Senator M. Cherkavs'kyi, that it hadnot been contacted by the government in the matter. The statementimplied that the negotiations about the commission had been underhanded.On 18 December 1924, the Ukrainian parliamentary representationinterpellated the government on the issue, arguing that the35The full text of the resolution appears in Mudryi, Ukrains'kyi universytet,pp. 44-45.
