A “chemical reaction” is a process including abiochemical process, which results in a molecule with a new structure bybreaking intramolecular bonds, or by forming new intramolecular bonds, orby altering the spatial arrangement of atoms in a molecule. The followingare not considered to be chemical reactions for the purposes of thisdefinition:a. Dissolving in water or other solvents;b. The elimination of solvents including solvent water; orc. The addition or elimination of water of crystallisation.34.01 - 34.02 A change to heading 34.01 through 34.02 from any otherheading, including another heading within that group; orA change of heading is not required provided there is aregional value content of not less than 45 percent.3403.11 – 3405.90 A change to subheading 3403.11 through 3405.90 from anyother subheading, including another subheading within thatgroup; orA change of subheading is not required provided there is aregional value content of not less than 45 percent.34.06 - 34.07 A change to heading 34.06 through 34.07 from any otherheading, including another heading within that group.Chapter 35Albuminoidal substances; modified starches; glues;enzymesNote: Notwithstanding any of the line-by-line rules, the “chemical reaction” rulemay be applied to any good classified in Chapters 27 to 40, where:Chemical Reaction: Any good that is a product of a chemical reaction shallbe considered to be an originating good if the chemical reaction occurredin the territory of the Parties.
