<str<strong>on</strong>g>Annual</str<strong>on</strong>g> <str<strong>on</strong>g>Report</str<strong>on</strong>g> <strong>on</strong> <strong>the</strong> Situati<strong>on</strong> <strong>of</strong> <strong>Human</strong> <strong>Rights</strong> <strong>Defenders</strong> <strong>in</strong> Ch<strong>in</strong>a (2009)April 26, 2010Though State Council regulati<strong>on</strong>s granted <strong>the</strong>m greater freedom than <strong>the</strong>y enjoyed priorto <strong>the</strong> buildup to <strong>the</strong> Olympics, media from H<strong>on</strong>g K<strong>on</strong>g and Macau, as well as foreignjournalists, <strong>of</strong>ten had <strong>the</strong>ir work obstructed by local <strong>of</strong>ficials <strong>in</strong> 2009. In August andSeptember 2009, H<strong>on</strong>g K<strong>on</strong>g journalists were shaken as a number <strong>of</strong> <strong>the</strong>ir colleagueswere beaten, deta<strong>in</strong>ed and harassed for report<strong>in</strong>g <strong>on</strong> <strong>the</strong> Urumqi riots and <strong>the</strong> trial <strong>of</strong>Sichuan activist Tan Zuoren. 34 Foreign journalists appeared to fare better, though CHRDstill documented cases <strong>in</strong> which local governments placed obstacles <strong>in</strong> <strong>the</strong>ir work bythreaten<strong>in</strong>g or retaliat<strong>in</strong>g aga<strong>in</strong>st <strong>the</strong>ir <strong>in</strong>terviewees or those who supplied <strong>the</strong>m with<strong>in</strong>formati<strong>on</strong>.• On February 18, an <strong>in</strong>terview scheduled between a journalist from Spa<strong>in</strong>'sCatal<strong>on</strong>ia TV stati<strong>on</strong> and Guangd<strong>on</strong>g labor rights activist Xiao Q<strong>in</strong>gshan ( )at a job fair <strong>in</strong> D<strong>on</strong>gguan City, Guangd<strong>on</strong>g Prov<strong>in</strong>ce was forcibly broken up by agroup <strong>of</strong> unidentified workers. The same day, Xiao received a call from <strong>the</strong>Nati<strong>on</strong>al Security Unit <strong>of</strong> <strong>the</strong> D<strong>on</strong>gguan PSB <strong>in</strong>form<strong>in</strong>g him that he would bequesti<strong>on</strong>ed about <strong>the</strong> <strong>in</strong>cident <strong>the</strong> follow<strong>in</strong>g day. 35• On July 6, lawyer Yang Zaix<strong>in</strong> (肖),青from山Beihai City, Guangxi Prov<strong>in</strong>ce,was forced to “travel” to D<strong>on</strong>gx<strong>in</strong>g City <strong>in</strong> Guangxi by Nati<strong>on</strong>al Security <strong>of</strong>ficersfrom <strong>the</strong> Beihai PSB to prevent him from giv<strong>in</strong>g an <strong>in</strong>terview to a reporter fromF<strong>in</strong>land. The reporter sought to <strong>in</strong>terview Yang about a land dispute between localfarmers, whom Yang was represent<strong>in</strong>g, and a company with F<strong>in</strong>nish <strong>in</strong>vestorswhich was clear<strong>in</strong>g farmland <strong>in</strong> order to grow trees for paper producti<strong>on</strong>. Yangwas released <strong>in</strong> <strong>the</strong> even<strong>in</strong>g <strong>of</strong> July 8 but <strong>the</strong>n taken <strong>in</strong>to custody aga<strong>in</strong> <strong>on</strong> July 9and released <strong>on</strong> <strong>the</strong> afterno<strong>on</strong> <strong>of</strong> July 10. 36新 在 杨While <strong>the</strong> government ma<strong>in</strong>ta<strong>in</strong>ed c<strong>on</strong>trol <strong>on</strong> pr<strong>in</strong>t media throughout 2009, <strong>the</strong> situati<strong>on</strong>was not appreciably better or worse than <strong>the</strong> previous year. The <strong>in</strong>ternetThe ma<strong>in</strong> battleground for freedom <strong>of</strong> expressi<strong>on</strong>, <strong>in</strong> 2009 as <strong>in</strong> <strong>the</strong> years before, resides<strong>in</strong> <strong>the</strong> realm <strong>of</strong> <strong>the</strong> World Wide Web. In an article published <strong>in</strong> <strong>the</strong> December 1 editi<strong>on</strong> <strong>of</strong>Qiushi, a magaz<strong>in</strong>e run by <strong>the</strong> CCP Party School, <strong>the</strong> M<strong>in</strong>ister <strong>of</strong> Public Security MengJianzhu ( ) called <strong>the</strong> <strong>in</strong>ternet “a significant means <strong>of</strong> amplify<strong>in</strong>g <strong>the</strong> destructivecapabilities <strong>of</strong> anti-Ch<strong>in</strong>a forces.” 37 His remarks <strong>in</strong>dicated grow<strong>in</strong>g c<strong>on</strong>cern am<strong>on</strong>g top<strong>of</strong>ficials circles that <strong>the</strong> government has had difficulties successfully c<strong>on</strong>troll<strong>in</strong>g <strong>in</strong>ternetactivism. These difficulties were also expressed by <strong>the</strong> diverse approaches <strong>the</strong> authoritiestook to <strong>in</strong>ternet censorship <strong>in</strong> <strong>the</strong> past year, <strong>the</strong> mixed results <strong>the</strong>se methods achieved, and<strong>the</strong> large number <strong>of</strong> attempts to resist <strong>in</strong>ternet censorship by activists and ord<strong>in</strong>arycitizens.柱 建 孟a.
