<str<strong>on</strong>g>Annual</str<strong>on</strong>g> <str<strong>on</strong>g>Report</str<strong>on</strong>g> <strong>on</strong> <strong>the</strong> Situati<strong>on</strong> <strong>of</strong> <strong>Human</strong> <strong>Rights</strong> <strong>Defenders</strong> <strong>in</strong> Ch<strong>in</strong>a (2009)April 26, 2010The visits to Ch<strong>in</strong>a by U.S. Secretary <strong>of</strong> State Hillary Rodham Cl<strong>in</strong>t<strong>on</strong> and PresidentBarack Obama, <strong>in</strong> March and November respectively, were two “sensitive” events dur<strong>in</strong>gwhich <strong>the</strong> government clamped down <strong>on</strong> human right defenders. 139 Dur<strong>in</strong>g Secretary <strong>of</strong>State Cl<strong>in</strong>t<strong>on</strong>’s trip <strong>in</strong> February, CHRD documented 12 human rights defenders who weretaken <strong>on</strong> forced trips or placed under “s<strong>of</strong>t detenti<strong>on</strong>.” In November, when PresidentObama visited Ch<strong>in</strong>a, CHRD documented ten cases <strong>of</strong> <strong>in</strong>dividuals subjected to “s<strong>of</strong>tdetenti<strong>on</strong>” or “forced travel.” 140 These numbers <strong>on</strong>ly represent a small piece <strong>of</strong> a largerpicture, because CHRD’s ability to report is greatly reduced dur<strong>in</strong>g <strong>the</strong>se periods as fewhuman rights defenders have <strong>the</strong> ability to collect <strong>in</strong>formati<strong>on</strong> and get <strong>the</strong> word out.Much more far-reach<strong>in</strong>g, however, were efforts to c<strong>on</strong>trol dissent and activism dur<strong>in</strong>g <strong>the</strong>two most “sensitive” dates <strong>in</strong> 2009, <strong>the</strong> 20th anniversary <strong>of</strong> <strong>the</strong> Tiananmen SquareMassacre and <strong>the</strong> 60 th anniversary <strong>of</strong> <strong>the</strong> found<strong>in</strong>g <strong>of</strong> <strong>the</strong> PRC. At least 38 activists anddissidents were placed under “s<strong>of</strong>t detenti<strong>on</strong>” <strong>in</strong> <strong>the</strong> days lead<strong>in</strong>g up to June 4, whileahead <strong>of</strong> Nati<strong>on</strong>al Day, CHRD documented 33 cases <strong>of</strong> activists and dissidents around<strong>the</strong> country who were placed under “s<strong>of</strong>t detenti<strong>on</strong>.” 141 With more domestic and<strong>in</strong>ternati<strong>on</strong>al attenti<strong>on</strong> focused <strong>on</strong> Beij<strong>in</strong>g dur<strong>in</strong>g <strong>the</strong>se dates, police had greater <strong>in</strong>centiveto cast a wider net <strong>in</strong> restrict<strong>in</strong>g citizens’ freedom <strong>of</strong> movement.Over <strong>the</strong> course <strong>of</strong> <strong>the</strong>se events, politically sensitive <strong>in</strong>dividuals may have had <strong>the</strong>irmovements restricted <strong>in</strong> different ways by police. Take, for example, Wang Debang (), a human rights activist from Guil<strong>in</strong> City, Guangxi Prov<strong>in</strong>ce, now liv<strong>in</strong>g <strong>in</strong> Beij<strong>in</strong>g.Dur<strong>in</strong>g Secretary <strong>of</strong> State Cl<strong>in</strong>t<strong>on</strong>’s visit to Ch<strong>in</strong>a, Wang was placed under surveillanceby police. Dur<strong>in</strong>g <strong>the</strong> period around June 4, he was placed under “s<strong>of</strong>t detenti<strong>on</strong>.” Priorto Nati<strong>on</strong>al Day, however, Wang was forced to leave his home <strong>in</strong> Beij<strong>in</strong>g and return toGuil<strong>in</strong>. Once he reached his hometown, Wang was <strong>the</strong>n placed under “s<strong>of</strong>t detenti<strong>on</strong>.” 142Allowed to return to Beij<strong>in</strong>g <strong>on</strong> October 4 follow<strong>in</strong>g <strong>the</strong> Nati<strong>on</strong>al Day celebrati<strong>on</strong>, Wangwas <strong>the</strong>n forced to leave <strong>the</strong> city aga<strong>in</strong> dur<strong>in</strong>g President Obama’s visit <strong>the</strong> follow<strong>in</strong>gm<strong>on</strong>th. Police from Beij<strong>in</strong>g and Guil<strong>in</strong>’s Nati<strong>on</strong>al Security Unit took Wang to Q<strong>in</strong>gdaoCity, Shand<strong>on</strong>g Prov<strong>in</strong>ce. 143邦 德 王As discussed earlier, Ch<strong>in</strong>ese authorities c<strong>on</strong>t<strong>in</strong>ued to deny human rights defenders <strong>the</strong>irright to travel abroad to attend human rights c<strong>on</strong>ferences, take part <strong>in</strong> academicexchanges, or attend tra<strong>in</strong><strong>in</strong>g sessi<strong>on</strong>s <strong>on</strong> rights defense. But this form <strong>of</strong> harassment wasalso practiced <strong>on</strong> human rights defenders who attempted to leave <strong>the</strong> country simply forvacati<strong>on</strong> or to visit relatives. While border guards turned back human rights defenders atairports and border cross<strong>in</strong>gs, local <strong>of</strong>ficials c<strong>on</strong>fiscated travel documents or o<strong>the</strong>rwiseprevented human rights defenders from leav<strong>in</strong>g <strong>the</strong>ir homes to embark <strong>on</strong> <strong>the</strong>ir travel. Forexample, <strong>on</strong> June 5, police <strong>in</strong> Taiyuan City, Shanxi Prov<strong>in</strong>ce summ<strong>on</strong>ed rights defenderDeng Taiq<strong>in</strong>g ( ahead <strong>of</strong> a scheduled trip to H<strong>on</strong>g K<strong>on</strong>g. 144 The policec<strong>on</strong>fiscated his passport and H<strong>on</strong>g K<strong>on</strong>g and Macau travel permit and warned him not toleave <strong>the</strong> country before October 1. 145邓Relatives <strong>of</strong> human rights defenders were at times similarly harassed.
