Yang Qiuyu ( ), a Beij<strong>in</strong>g activist, was crim<strong>in</strong>ally deta<strong>in</strong>ed for 30 daysbeg<strong>in</strong>n<strong>in</strong>g November 11 for “disrupt<strong>in</strong>g social order”. Yang was seized whilephotograph<strong>in</strong>g large groups <strong>of</strong> petiti<strong>on</strong>ers outside <strong>of</strong> a government <strong>of</strong>fice <strong>in</strong> Beij<strong>in</strong>g<strong>on</strong> November 11. After an <strong>in</strong>terrogati<strong>on</strong>, police took Yang to <strong>the</strong> Dewai PoliceStati<strong>on</strong> under <strong>the</strong> Xicheng PSB, where he was held. However, <strong>on</strong> June 7, <strong>the</strong> day he was set to be released,fellow activists who travelled to <strong>the</strong> D<strong>on</strong>gcheng Detenti<strong>on</strong> Center to greet him foundhe was still be<strong>in</strong>g deta<strong>in</strong>ed; Zhu sent two text messages from <strong>in</strong>side <strong>the</strong> center, <strong>on</strong>e <strong>of</strong>which read "still deta<strong>in</strong>ed" and <strong>the</strong> o<strong>the</strong>r "crim<strong>in</strong>al detenti<strong>on</strong>". He was <strong>the</strong>n chargedwith "obstruct<strong>in</strong>g <strong>of</strong>ficial bus<strong>in</strong>ess" <strong>on</strong> June 15 and deta<strong>in</strong>ed <strong>in</strong> Ch<strong>on</strong>gq<strong>in</strong>g'sJiul<strong>on</strong>gpo District Detenti<strong>on</strong> Center for three days before be<strong>in</strong>g sent to <strong>on</strong>e year <strong>of</strong>RTL <strong>on</strong> June 18. On December 10, Number Three Intermediate Court <strong>in</strong> Ch<strong>on</strong>gq<strong>in</strong>gannounced that it would not accept an adm<strong>in</strong>istrative litigati<strong>on</strong> lawsuit brought byChen challeng<strong>in</strong>g <strong>the</strong> court's previous decisi<strong>on</strong> to reject his appeal for adm<strong>in</strong>istrativerec<strong>on</strong>siderati<strong>on</strong>. His lawyers also filed ano<strong>the</strong>r adm<strong>in</strong>istrative litigati<strong>on</strong> lawsuit <strong>on</strong> hisbehalf, which was heard <strong>on</strong> October 28 without Chen present.
