<str<strong>on</strong>g>Annual</str<strong>on</strong>g> <str<strong>on</strong>g>Report</str<strong>on</strong>g> <strong>on</strong> <strong>the</strong> Situati<strong>on</strong> <strong>of</strong> <strong>Human</strong> <strong>Rights</strong> <strong>Defenders</strong> <strong>in</strong> Ch<strong>in</strong>a (2009)April 26, 2010ruled that <strong>the</strong>se enquiries “<strong>in</strong>cited <strong>the</strong> creati<strong>on</strong> <strong>of</strong> troubles and endangered nati<strong>on</strong>alsecurity.” 73• Huang Wei ( ), a Zhejiang Prov<strong>in</strong>ce folk s<strong>in</strong>ger who has traveled around <strong>the</strong>country <strong>in</strong> recent years s<strong>in</strong>g<strong>in</strong>g about human rights as well as <strong>the</strong> Massacre, wassent to 18 m<strong>on</strong>ths <strong>of</strong> RTL for plann<strong>in</strong>g a commemorative performance <strong>on</strong>Tiananmen Square; 74伟 黄While some activists were punished for writ<strong>in</strong>g <strong>on</strong> topics deemed “sensitive” by <strong>the</strong>central government, o<strong>the</strong>rs were punished for expos<strong>in</strong>g rights abuses, corrupti<strong>on</strong>, or o<strong>the</strong>rmisc<strong>on</strong>duct by local <strong>of</strong>ficials. Below are a few examples <strong>in</strong> which human rights defenderswere deta<strong>in</strong>ed for air<strong>in</strong>g <strong>the</strong> alleged misdeeds <strong>of</strong> local <strong>of</strong>ficials and threaten<strong>in</strong>g <strong>the</strong>ircareers:• In July, Sun Xiaodi ( ), a Gansu Prov<strong>in</strong>ceenvir<strong>on</strong>mental activist and recipient <strong>of</strong> <strong>the</strong> 2006<strong>in</strong>ternati<strong>on</strong>al Nuclear-Free Future Award, and hisdaughter, Sun Haiyan ( , also known as SunDunbai [ ]), were sent to 24 m<strong>on</strong>ths and 18m<strong>on</strong>ths <strong>of</strong> RTL, respectively, for “illegallyprovid<strong>in</strong>g state secrets overseas.” The two werepunished for alert<strong>in</strong>g human rights organizati<strong>on</strong>sand <strong>the</strong> central government that a localgovernment <strong>in</strong> Gansu Prov<strong>in</strong>ce, which bordersSichuan Prov<strong>in</strong>ce, had exaggerated <strong>the</strong> impact <strong>of</strong><strong>the</strong> May 2008 Sichuan earthquake to receive more孙 小 弟relief fund<strong>in</strong>g. They also reported <strong>on</strong> radioactivepolluti<strong>on</strong> <strong>in</strong> <strong>the</strong> area. 75• Three Fujian human孙 海 孙 燕 敦rights白defenders, FanYanqi<strong>on</strong>g ( ), Wu Huay<strong>in</strong>g ( ), and Fan Yanqi<strong>on</strong>gYou J<strong>in</strong>gyou ( were taken <strong>in</strong>to custody between June 26 and July 5 after<strong>the</strong>y posted articles and video <strong>on</strong>l<strong>in</strong>e accus<strong>in</strong>g local <strong>of</strong>ficials <strong>of</strong> misc<strong>on</strong>duct <strong>in</strong>handl<strong>in</strong>g <strong>the</strong> suspicious death <strong>of</strong> Yan Xiaol<strong>in</strong>g ( a young woman fromM<strong>in</strong>q<strong>in</strong>g County, Fujian Prov<strong>in</strong>ce. The case, which touched <strong>on</strong> corrupti<strong>on</strong>, tiesbetween local <strong>of</strong>ficials and organized crime, and <strong>the</strong> abuse and death <strong>of</strong> a youngwoman, was widely discussed by Ch<strong>in</strong>ese netizens. The three were tried for“mak<strong>in</strong>g false accusati<strong>on</strong>s” <strong>on</strong> November 11 and eventually c<strong>on</strong>victed <strong>of</strong>“slander” <strong>in</strong> April 2010. 76严 游 英 华 吴 琼 燕 范), 玲 晓20), 佑 精<strong>Human</strong> rights defenders ma<strong>in</strong>ta<strong>in</strong>ed a str<strong>on</strong>g foothold <strong>on</strong>l<strong>in</strong>e <strong>in</strong> 2009 despite variousgovernment attempts to silence <strong>the</strong>m. Their <strong>on</strong>l<strong>in</strong>e activism also played a critical role <strong>in</strong>mobiliz<strong>in</strong>g for positive change <strong>in</strong> real space. While <strong>the</strong>ir persistence and <strong>the</strong>ir ability toc<strong>on</strong>t<strong>in</strong>uously adapt to a chang<strong>in</strong>g <strong>on</strong>l<strong>in</strong>e envir<strong>on</strong>ment <strong>in</strong> <strong>the</strong> past year is a cause foroptimism for <strong>the</strong> future, recent acti<strong>on</strong>s by <strong>the</strong> government leave little hope that <strong>of</strong>ficialsmay so<strong>on</strong> s<strong>of</strong>ten <strong>the</strong>ir stance towards digital activism.
