Chen Baogen ( ), a Hangzhou activist, traveled to <strong>the</strong> Hangzhou IntermediateCourt <strong>on</strong> November 30, where a judge gave Chen a copy <strong>of</strong> <strong>the</strong> trial records for aclosed trial <strong>in</strong>volv<strong>in</strong>g <strong>the</strong> Hangzhou Municipal Development and Reform Committee,which Chen and six o<strong>the</strong>rs had accused <strong>of</strong> violat<strong>in</strong>g <strong>the</strong> law. However, when Chentried to leave, a group <strong>of</strong> court police seized him, accus<strong>in</strong>g him <strong>of</strong> steal<strong>in</strong>g <strong>the</strong> trialrecords. Police roughly handled Chen and <strong>the</strong>n deta<strong>in</strong>ed him <strong>in</strong> an ir<strong>on</strong> cage at acourthouse hold<strong>in</strong>g cell overnight without food or water. The next day, Chen was sentto adm<strong>in</strong>istrative detenti<strong>on</strong> for seven days for "obstruct<strong>in</strong>g bus<strong>in</strong>ess."根 宝 陈 2. Chen Zengfu ( 夫 陈 增 冈 王 殿 , also known as Chen M<strong>in</strong>g [ 陈 夫]) and Wang Diangang 明( ), two representatives <strong>of</strong> community-run (m<strong>in</strong>ban) school teachers fromShand<strong>on</strong>g, traveled to Beij<strong>in</strong>g <strong>on</strong> December 29, 2008 to submit an applicati<strong>on</strong> tostage a dem<strong>on</strong>strati<strong>on</strong> <strong>on</strong> January 12 <strong>in</strong> J<strong>in</strong>an City, Shand<strong>on</strong>g Prov<strong>in</strong>ce. The requestwas verbally rejected and Chen and Wang were later deta<strong>in</strong>ed <strong>on</strong> January 14 byShand<strong>on</strong>g authorities <strong>on</strong> <strong>the</strong> charges <strong>of</strong> “disrupt<strong>in</strong>g social order”.
