Network <strong>of</strong> Ch<strong>in</strong>ese Thoughts, 42 a website that hosts commentaries aswell as books <strong>on</strong> social and political issues, was closed for a week start<strong>in</strong>g <strong>on</strong>May 25. Additi<strong>on</strong>ally, approximately 160 sites were closed for “systemma<strong>in</strong>tenance” around <strong>the</strong> same time. 43• Beg<strong>in</strong>n<strong>in</strong>g <strong>on</strong> September 19, prior to Nati<strong>on</strong>al Day <strong>on</strong> October 1, hackers attacked<strong>the</strong> <strong>Rights</strong> Defense Ch<strong>in</strong>a 44 website, shutt<strong>in</strong>g it down for an extended period <strong>of</strong>time. The site has s<strong>in</strong>ce returned to service. 45• On December 22, <strong>the</strong> server host<strong>in</strong>g <strong>the</strong> website Ch<strong>in</strong>a Voice <strong>of</strong> <strong>the</strong> People Net 46was shut down as part <strong>of</strong> <strong>the</strong> “anti-pornography” campaign run by <strong>the</strong> M<strong>in</strong>istry <strong>of</strong>Industry and Informati<strong>on</strong> Technology (MIIT). The website has s<strong>in</strong>ce re-opened. 47c. Censor<strong>in</strong>g <strong>on</strong>l<strong>in</strong>e toolsBesides target<strong>in</strong>g specific blogs and websites, <strong>the</strong> government also targeted a number <strong>of</strong>tools and programs that have aided <strong>in</strong>ternet activism. In July, <strong>the</strong> Ch<strong>in</strong>ese governmentshut down <strong>the</strong> Ch<strong>in</strong>ese micro-blogg<strong>in</strong>g site Fanfou 48 after some Fanfou users reported <strong>on</strong><strong>the</strong> violence <strong>in</strong> Urumqi <strong>in</strong> early July. It is also possible that <strong>the</strong> authorities became wary<strong>of</strong> micro-blogg<strong>in</strong>g after Fanfou’s <strong>in</strong>ternati<strong>on</strong>al counterpart, Twitter, ga<strong>in</strong>ed widespreadattenti<strong>on</strong> for its role <strong>in</strong> <strong>the</strong> protests follow<strong>in</strong>g <strong>the</strong> Iranian presidential electi<strong>on</strong>s <strong>in</strong> June. 49Prior to October 1, activists and netizens across Ch<strong>in</strong>a reported that <strong>the</strong>y were unable toaccess Freegate, 50 Wu Jie, 51 Garden Networks, 52 or TOR, popular proxy servers used bymany to circumvent <strong>in</strong>ternet censorship and reach websites based outside <strong>of</strong> Ch<strong>in</strong>a. 53However, <strong>the</strong>se measures were largely <strong>in</strong>effective <strong>in</strong> stopp<strong>in</strong>g more determ<strong>in</strong>ed <strong>in</strong>ternetusers, who were able to get across <strong>the</strong> Great Firewall by us<strong>in</strong>g updated versi<strong>on</strong>s <strong>of</strong> <strong>the</strong>seand o<strong>the</strong>r services. Moreover, some tech-savvy netizens found replacements for certa<strong>in</strong>services that are unavailable <strong>in</strong> Ch<strong>in</strong>a, and encouraged <strong>the</strong>ir use am<strong>on</strong>g o<strong>the</strong>r netizens.For example, follow<strong>in</strong>g <strong>the</strong> closure <strong>of</strong> Fanfou, an <strong>in</strong>creas<strong>in</strong>g number <strong>of</strong> Ch<strong>in</strong>ese citizensare now us<strong>in</strong>g Twitter. However, <strong>the</strong> net result <strong>of</strong> <strong>the</strong>se government acti<strong>on</strong>s is that <strong>the</strong>majority <strong>of</strong> netizens <strong>in</strong> Ch<strong>in</strong>a, who are less driven and technologically-adept, are keptwith<strong>in</strong> <strong>the</strong> c<strong>on</strong>f<strong>in</strong>es <strong>of</strong> <strong>the</strong> Great Firewall.d. Mak<strong>in</strong>g <strong>the</strong> doma<strong>in</strong> name registrati<strong>on</strong> process more str<strong>in</strong>gentAfter its failed bid to have <strong>the</strong> filter<strong>in</strong>g s<strong>of</strong>tware Green Dam 54 <strong>in</strong>stalled <strong>on</strong> every newcomputer sold <strong>in</strong> Ch<strong>in</strong>a, <strong>the</strong> government resorted to <strong>on</strong>e <strong>of</strong> its most effective means <strong>of</strong>censorship—<strong>in</strong>troduc<strong>in</strong>g new adm<strong>in</strong>istrative measures. On December 11, <strong>the</strong> Ch<strong>in</strong>aInternet Network Informati<strong>on</strong> Center, a Government-Organized NGO (GONGO)resp<strong>on</strong>sible for register<strong>in</strong>g doma<strong>in</strong> names <strong>in</strong> Ch<strong>in</strong>a, issued a notice demand<strong>in</strong>g that thoseregister<strong>in</strong>g for a doma<strong>in</strong> name supply an applicati<strong>on</strong> form stamped with a company sealand a bus<strong>in</strong>ess or organizati<strong>on</strong>al license. This requirement effectively barred <strong>in</strong>dividualsfrom register<strong>in</strong>g for a doma<strong>in</strong> name and sparked str<strong>on</strong>g oppositi<strong>on</strong> from netizens and<strong>in</strong>ternet companies alike. 55 Approximately two m<strong>on</strong>ths later, <strong>on</strong> February 23, 2010, <strong>the</strong>M<strong>in</strong>istry <strong>of</strong> Industry and Informati<strong>on</strong> Technology (MIIT) released a notice thatessentially lifted this requirement. In its place, MIIT <strong>in</strong>troduced less drastic measures to16
