Given <strong>the</strong> co<strong>in</strong>cid<strong>in</strong>g factors described <strong>in</strong> <strong>the</strong> previous two paragraphs, it is crucial for policymakers<strong>in</strong> <strong>the</strong> B4 countries, <strong>and</strong> <strong>in</strong> <strong>the</strong> Accession Countries <strong>in</strong> general, to act now to ensure that temporaryobstacles aris<strong>in</strong>g from this unique situation do not prevent <strong>the</strong>ir SME sectors from seiz<strong>in</strong>g <strong>the</strong>significant opportunities (e.g. of captur<strong>in</strong>g niche markets globally) which are potentially with<strong>in</strong> <strong>the</strong>irreach.Given <strong>the</strong>ir impressive progress made <strong>in</strong> <strong>the</strong> past 15 years, given <strong>the</strong>ir documented dynamism <strong>and</strong>ability to adjust to rapidly chang<strong>in</strong>g conditions, <strong>and</strong> provided <strong>the</strong>y have <strong>the</strong> resolve <strong>and</strong> vision toact now to put <strong>in</strong>to place critical conditions for enabl<strong>in</strong>g <strong>in</strong>novation <strong>and</strong> enterprise development <strong>in</strong>general <strong>and</strong> for <strong>SMEs</strong> <strong>in</strong> particular, <strong>the</strong> B4 countries have <strong>the</strong> opportunity to reap substantial <strong>and</strong>last<strong>in</strong>g economic <strong>and</strong> social benefits from both <strong>the</strong>ir accession to <strong>the</strong> European Union <strong>and</strong> <strong>the</strong> ascentof <strong>the</strong> knowledge-based economy.98
