PREFACEAccession to <strong>the</strong> S<strong>in</strong>gle <strong>Market</strong> br<strong>in</strong>gs both new opportunities <strong>and</strong> challenges for companies,<strong>in</strong>dividuals <strong>and</strong> <strong>in</strong>stitutions <strong>in</strong> <strong>the</strong> new EU Member Countries. This is happen<strong>in</strong>g at a time whenstructural changes are reshap<strong>in</strong>g <strong>the</strong> world economic order. The pressures aris<strong>in</strong>g both with EUaccession <strong>and</strong> <strong>the</strong> knowledge-based economy are likely to be felt particularly acutely by small<strong>and</strong>medium-sized enterprises (<strong>SMEs</strong>), which, on average <strong>and</strong> <strong>in</strong> contrast to large mult<strong>in</strong>ationalenterprises, tend to lack <strong>the</strong> <strong>in</strong>ternal <strong>and</strong> external resources <strong>and</strong> structures necessary for adjust<strong>in</strong>g to<strong>the</strong> above-described changes.Aga<strong>in</strong>st this background, <strong>in</strong> March 2003, <strong>the</strong> International Organisation for Knowledge Economy<strong>and</strong> Enterprise Development (IKED) <strong>in</strong>itiated a programme, with <strong>the</strong> support of <strong>the</strong> Danish NationalAgency for Enterprise <strong>and</strong> Hous<strong>in</strong>g (NAEH), entitled “<strong>Compet<strong>in</strong>g</strong> <strong>in</strong> <strong>the</strong> S<strong>in</strong>gle <strong>Market</strong> – <strong>the</strong> Impactof EU Membership on <strong>SMEs</strong> <strong>in</strong> <strong>the</strong> Baltic Countries <strong>and</strong> Pol<strong>and</strong> (Baltic Programme)”. Build<strong>in</strong>g on<strong>the</strong> work on SME development carried out so far, <strong>the</strong> Baltic Programme addresses <strong>the</strong> specific policychallenges connected with <strong>the</strong> development of dynamic, <strong>in</strong>novative <strong>and</strong> <strong>in</strong>ternationally competitive<strong>SMEs</strong>.This study, entitled “<strong>Compet<strong>in</strong>g</strong> <strong>in</strong> <strong>the</strong> S<strong>in</strong>gle <strong>Market</strong> – <strong>SMEs</strong> <strong>and</strong> Innovation <strong>in</strong> <strong>the</strong> Baltic countries<strong>and</strong> Pol<strong>and</strong>”, differs from many exist<strong>in</strong>g studies on SME <strong>and</strong> <strong>in</strong>novation issues <strong>in</strong> <strong>the</strong>se countries <strong>in</strong>some important aspects. Firstly, <strong>the</strong> study has adopted a comparative perspective. There are numerousnational studies on challenges to <strong>SMEs</strong> <strong>and</strong> <strong>in</strong>novation, but very few comparative analyses. This studycompares <strong>the</strong> countries of Estonia, Latvia, Lithuania <strong>and</strong> Pol<strong>and</strong> both with each o<strong>the</strong>r, with Nordiccountries (who are recognised as leaders <strong>in</strong> <strong>in</strong>novation), <strong>and</strong> with <strong>the</strong> broader European region. Fromthis comparative analysis, conclusions <strong>and</strong> recommendations which are more broadly applicable canbe drawn.Secondly, <strong>the</strong> approach to this work has been based on a comb<strong>in</strong>ation of analysis <strong>and</strong> policy process.That is to say, <strong>the</strong> project has been anchored with policymakers <strong>and</strong> o<strong>the</strong>r appropriate stakeholdergroups (private sector <strong>and</strong> academia) throughout <strong>the</strong> process <strong>in</strong> order to ensure relevant <strong>and</strong> actionorientedrecommendations. The project <strong>in</strong>itiated contact with a number of policymakers <strong>in</strong> a work<strong>in</strong>ggroup meet<strong>in</strong>g held <strong>in</strong> June (see Appendices I-III). Conclusions from this work<strong>in</strong>g group meet<strong>in</strong>gformed <strong>the</strong> basis of a vision for Nordic-Baltic cooperation, <strong>in</strong>itially presented <strong>in</strong> an <strong>in</strong>terim report<strong>and</strong> a high-level panel discussion held <strong>in</strong> connection with <strong>the</strong> Baltic Development Forum Summit <strong>in</strong>October 2003 (see Appendix IV). F<strong>in</strong>ally, meet<strong>in</strong>gs/<strong>in</strong>terviews (see Appendix V) <strong>and</strong> consultationswere held with approximately 80 people, represent<strong>in</strong>g government, <strong>in</strong>dustry <strong>and</strong> academia, <strong>in</strong> orderto discuss hypo<strong>the</strong>ses <strong>and</strong> prelim<strong>in</strong>ary recommendations <strong>and</strong> <strong>the</strong>ir relevance to <strong>the</strong> practical situations<strong>and</strong> priorities <strong>in</strong> <strong>the</strong>se countries. The ongo<strong>in</strong>g dialogue with <strong>the</strong>se contacts has led to a concreteanchor<strong>in</strong>g of <strong>the</strong> recommendations, <strong>and</strong> a desire to cont<strong>in</strong>ue <strong>the</strong> momentum established.The authors would like to thank <strong>the</strong> follow<strong>in</strong>g organisations <strong>and</strong> <strong>in</strong>dividuals for <strong>the</strong>ir support <strong>and</strong>cooperation: <strong>the</strong> NAEH, <strong>the</strong> Latvian Investment <strong>and</strong> Development Agency for its assistance <strong>in</strong>organis<strong>in</strong>g <strong>the</strong> work<strong>in</strong>g group meet<strong>in</strong>g <strong>in</strong> Riga, <strong>the</strong> Baltic Development Forum, work<strong>in</strong>g groupparticipants, <strong>and</strong> <strong>the</strong> many public <strong>and</strong> private sector representatives who took <strong>the</strong> time to be<strong>in</strong>terviewed <strong>and</strong> share <strong>the</strong>ir valuable <strong>in</strong>puts on this topic.5
