Overall, <strong>the</strong> data suggeststhat <strong>in</strong>novation activities <strong>in</strong> <strong>the</strong> C<strong>and</strong>idate Countries are even more concentrated <strong>in</strong> large firms than<strong>in</strong> EEA countries, <strong>and</strong> that <strong>the</strong> primary barriers to <strong>in</strong>novation tend to be related to economic factors(see also Box 12 <strong>in</strong> Chapter 3).Whereas small companies are <strong>in</strong> most need of capital <strong>in</strong> order to <strong>in</strong>novate <strong>and</strong> grow, it is <strong>the</strong>large companies who have an easier time access<strong>in</strong>g capital: FDI is primarily geared towards largemult<strong>in</strong>ationals; commercial banks are more likely to extend favorable credit terms to well-established,larger companies; venture capital is generally only available <strong>in</strong> later/growth stages ra<strong>the</strong>r than early/seed stages of <strong>in</strong>vestment. Smaller companies are left look<strong>in</strong>g for alternative sources of expansion.One alternative that many countries are now consider<strong>in</strong>g as a method of streng<strong>the</strong>n<strong>in</strong>g/support<strong>in</strong>gsmaller companies <strong>and</strong> catalyz<strong>in</strong>g <strong>in</strong>novation nationwide is <strong>the</strong> development of clusters. Clusters, <strong>and</strong>particularly <strong>in</strong>novative clusters, can serve as an <strong>in</strong>strument for streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> <strong>in</strong>novative capacity<strong>and</strong> <strong>the</strong> competitiveness of <strong>SMEs</strong>:53
