And <strong>the</strong> research sector israrely able to commercialize its scientific knowledge without a closer underst<strong>and</strong><strong>in</strong>g of <strong>the</strong> market.With a large proportion of <strong>SMEs</strong> <strong>in</strong> <strong>the</strong> B4, <strong>and</strong> a considerable wealth of knowledge <strong>in</strong> <strong>the</strong> academic<strong>and</strong> research sectors, <strong>the</strong>re appears to be an untapped potential for collaboration between <strong>the</strong>se twogroups. Without closer collaboration on R&D <strong>and</strong> a greater focus on commercial <strong>in</strong>novation, <strong>the</strong>R&D <strong>in</strong>vestments that are currently be<strong>in</strong>g made are less likely to deliver returns. In general, <strong>the</strong>re isa low amount of collaboration between government, academia <strong>and</strong> <strong>the</strong> private sector; however, <strong>the</strong>trend towards more <strong>and</strong> closer collaboration can already be seen <strong>in</strong> certa<strong>in</strong> <strong>in</strong>stances (see Box 10).Box 10: SPINNO Scheme on Entrepreneurial Research Activities <strong>in</strong> EstoniaIn 2001, <strong>the</strong> Estonian Technology <strong>and</strong> Innovation Unit (with<strong>in</strong> <strong>the</strong> M<strong>in</strong>istry of EconomicAffairs <strong>and</strong> Communication) developed a series of schemes <strong>and</strong> <strong>in</strong>itiatives based on<strong>in</strong>ternational policy learn<strong>in</strong>g <strong>and</strong> benchmark<strong>in</strong>g analysis. One of <strong>the</strong> schemes was <strong>the</strong>SPINNO scheme, targeted at develop<strong>in</strong>g <strong>the</strong> <strong>in</strong>novation support system as opposed to directfund<strong>in</strong>g support to enterprises of R&D <strong>in</strong>stitutes. SPINNO aims, <strong>in</strong>stead, at develop<strong>in</strong>g <strong>the</strong>entrepreneurial activity-oriented supportive role of universities <strong>and</strong> R&D <strong>in</strong>stitutions bysupport<strong>in</strong>g related activities, namely: development of legal framework with<strong>in</strong> universities <strong>and</strong>R&D <strong>in</strong>stitutes which <strong>in</strong>fluence application of research results; creation of sp<strong>in</strong>-off enterprises;patent<strong>in</strong>g <strong>and</strong> licens<strong>in</strong>g policy development; activities related to f<strong>in</strong>anc<strong>in</strong>g <strong>and</strong> access to capitalmarkets; enhanc<strong>in</strong>g of contract research <strong>and</strong> R&D related cooperation; improv<strong>in</strong>g exchange of<strong>in</strong>formation <strong>and</strong> cooperation between local <strong>and</strong> <strong>in</strong>ternational partners.Approximately 1,6 million has been allocated to this programme dur<strong>in</strong>g 2002 <strong>and</strong> 2003.There are currently two SPINNO projects runn<strong>in</strong>g: one at Tall<strong>in</strong>n Technical University <strong>and</strong>ano<strong>the</strong>r <strong>in</strong> Tartu, br<strong>in</strong>g<strong>in</strong>g toge<strong>the</strong>r Tartu University <strong>and</strong> o<strong>the</strong>r regional actors. An evaluationof <strong>the</strong> programme was scheduled at <strong>the</strong> end of 2003 to determ<strong>in</strong>e results achieved <strong>and</strong> possiblecont<strong>in</strong>uation.68
