POLANDAgency/OrganisationPolish Agency for EnterpriseDevelopment (PAED)National SME Service Network (KSU)Centres for Innovation <strong>and</strong>Entrepreneurship (led by <strong>the</strong> Associationof <strong>the</strong> Organizers of Innovation <strong>and</strong>Entrepreneurship Centres <strong>in</strong> Pol<strong>and</strong>)National Credit Guarantee FundMa<strong>in</strong> Responsibilities- created <strong>in</strong> 2001 out of <strong>the</strong> Polish Foundation for SMEPromotion <strong>and</strong> Development (established <strong>in</strong> 1995)- apart from carry<strong>in</strong>g out programmes f<strong>in</strong>anced fromvarious sources (e.g. Phare, etc.), PAED is aimed atcreat<strong>in</strong>g conditions conducive to <strong>the</strong> developmentof <strong>the</strong> SME sector as a strategic component of <strong>the</strong>Polish economy at <strong>the</strong> national, regional <strong>and</strong> locallevels through more than 150 consult<strong>in</strong>g <strong>and</strong> advisorycentres (PKDs) nationwide (most of which operatewith<strong>in</strong> <strong>the</strong> KSU network, expla<strong>in</strong>ed below) <strong>and</strong> 16regional f<strong>in</strong>anc<strong>in</strong>g <strong>in</strong>stitutions (RIF)- provides <strong>in</strong>novation grants to <strong>SMEs</strong> for consult<strong>in</strong>g <strong>and</strong><strong>in</strong>vestments, <strong>and</strong> offers loans to cover <strong>in</strong>vestments fornew technology- development of a national <strong>in</strong>novation network to serveas umbrella organizations for non-profit pro-<strong>in</strong>novationservices (organizations have to be certified to qualify)- upon EU accession, will be one of <strong>the</strong> implement<strong>in</strong>g<strong>in</strong>stitutions of <strong>the</strong> EU Structural Funds <strong>in</strong> Pol<strong>and</strong>,be<strong>in</strong>g <strong>the</strong> ma<strong>in</strong> provider of support <strong>and</strong> developmentprogrammes directed towards <strong>SMEs</strong>- established <strong>in</strong> 1996 <strong>and</strong> work<strong>in</strong>g with<strong>in</strong> <strong>the</strong> PAEDstructure, <strong>the</strong> KSU was created as a network of 136<strong>in</strong>dependent centres realis<strong>in</strong>g coord<strong>in</strong>ated activities for<strong>SMEs</strong> – provid<strong>in</strong>g four types of services:• consult<strong>in</strong>g services (basic consult<strong>in</strong>g for start<strong>in</strong>gup<strong>and</strong> specific consultation <strong>in</strong> market<strong>in</strong>g, f<strong>in</strong>ance,law, plann<strong>in</strong>g & management, human resourcesimplement<strong>in</strong>g <strong>in</strong>novations, export promotion,quality improvement <strong>and</strong> environmental protection)• tra<strong>in</strong><strong>in</strong>g services (management, language,computer)• <strong>in</strong>formation services (l<strong>in</strong>k<strong>in</strong>g to trade partners,verification of company credibility, <strong>in</strong>formation ontrade fairs, etc.)• f<strong>in</strong>ancial services (loan <strong>and</strong> credit guarantee funds)- with<strong>in</strong> <strong>the</strong> KSU network, <strong>the</strong>re are 12 Euro InfoCentres (EIC) <strong>and</strong> 22 centres of <strong>the</strong> Bus<strong>in</strong>essInformation Network (BIN), who have databasesconta<strong>in</strong><strong>in</strong>g <strong>in</strong>formation on companies <strong>and</strong> facilitatecooperation between companies based on a‘cooperation profile’- also with<strong>in</strong> <strong>the</strong> KSU network, a separate group ofcentres will be established to form <strong>the</strong> NationalInnovation Centres (KSI), which will provideassistance <strong>in</strong> <strong>the</strong> realm of establish<strong>in</strong>g conditionsfor <strong>the</strong> transfer <strong>and</strong> launch<strong>in</strong>g of new technological<strong>in</strong>itiatives, as well as implement<strong>in</strong>g <strong>in</strong>novativeundertak<strong>in</strong>gs <strong>in</strong> <strong>the</strong> SME sector- exclusively local <strong>and</strong> regional <strong>in</strong>itiatives- 142 advisory tra<strong>in</strong><strong>in</strong>g centres; From <strong>the</strong> private sector, <strong>the</strong> chambers of commerce <strong>in</strong> <strong>the</strong> B4 are quite active (see Table 17 below),provid<strong>in</strong>g data <strong>and</strong> statistics on companies, sectors <strong>and</strong> markets, as well as serv<strong>in</strong>g as a lobby<strong>in</strong>garm from <strong>the</strong> private sector to policymakers. In addition to <strong>the</strong> chambers of commerce, employerconfederations <strong>and</strong> <strong>in</strong>dustry/sector associations are active <strong>in</strong> represent<strong>in</strong>g <strong>the</strong> <strong>in</strong>terests of <strong>the</strong> privatesector. Academics often participate <strong>in</strong> ad-hoc committees <strong>and</strong> work<strong>in</strong>g groupsappo<strong>in</strong>ted by <strong>the</strong> government to review or recommend policy action. The B4 countries generally havea great deal of publicly-funded research, but have lower R&D <strong>in</strong>vestments from <strong>the</strong> private sector. Of<strong>the</strong> B4 countries, Pol<strong>and</strong> has <strong>the</strong> most private sector <strong>in</strong>vestment <strong>in</strong> R&D. Latvia has <strong>the</strong> most R&Dfund<strong>in</strong>g from foreign sources.67
