Regard<strong>in</strong>g <strong>the</strong> role of policymak<strong>in</strong>g, <strong>the</strong> panellists agreed that,Policy should not focus too much on direct subsidies to firms but ra<strong>the</strong>r on creat<strong>in</strong>g<strong>the</strong> ‘right conditions’“The Latvian national <strong>in</strong>novation program will focus on two ma<strong>in</strong> areas: support<strong>in</strong>gl<strong>in</strong>kages between companies <strong>and</strong> research <strong>in</strong>stitutions, <strong>and</strong> support<strong>in</strong>g access to f<strong>in</strong>ancethrough guarantees for risk capital <strong>and</strong> help <strong>in</strong> creat<strong>in</strong>g bus<strong>in</strong>ess plans.”(Juris Lujans)There is a need for a common vision for <strong>in</strong>novation <strong>and</strong> susta<strong>in</strong>able economic growth,shared by all stakeholdersInnovation should not be limited to large-foreign owned firms <strong>and</strong> a h<strong>and</strong>ful (‘top 10%’) ofhigh-tech <strong>SMEs</strong>Enabl<strong>in</strong>g <strong>the</strong> development of a critical mass of <strong>in</strong>novative <strong>and</strong> <strong>in</strong>ternationallycompetitive <strong>SMEs</strong> is a challenge which is not unique to <strong>the</strong> New Europe or‘Transition economies’ but also very much an issue <strong>in</strong> ‘Old Europe’ <strong>and</strong>, <strong>in</strong>particular, common to all countries <strong>in</strong> <strong>the</strong> Baltic Sea Region. For this reason, <strong>the</strong>region st<strong>and</strong>s to benefit immensely as a whole, from a structured <strong>and</strong> cont<strong>in</strong>uousexchange of policy experiences, policy learn<strong>in</strong>g <strong>and</strong> common <strong>in</strong>itiatives on how toenable <strong>the</strong> development of a critical mass of <strong>in</strong>novative <strong>and</strong> <strong>in</strong>ternationallycompetitive <strong>SMEs</strong> <strong>in</strong> <strong>the</strong>ir respective countries. By br<strong>in</strong>g<strong>in</strong>g toge<strong>the</strong>r high-levelrepresentatives from bus<strong>in</strong>ess, academia <strong>and</strong> <strong>the</strong> private sector from <strong>the</strong> region,The Baltic Development Forum provides a good platform for such exchange <strong>and</strong>common <strong>in</strong>itiatives. The panel gave a clear m<strong>and</strong>ate to explore possibilities forcooperation. (Possibilities <strong>in</strong>clude IKED’s Baltic Programme where high-level work<strong>in</strong>ggroups can discuss ideas/experiences on venture capital markets, entrepreneurship,<strong>in</strong>novation policy awareness issues, human capital issues, cluster policies, <strong>in</strong>novation <strong>in</strong>non-market sectors, etc.)Summ<strong>in</strong>g up, <strong>the</strong> panel agreed that <strong>SMEs</strong> deserve <strong>the</strong> particular attention <strong>and</strong>focus of policymakers, NOT because <strong>the</strong>y are small <strong>and</strong> <strong>in</strong> need of specialprotection / support (helpless), but because, given <strong>the</strong> right conditions, <strong>in</strong> <strong>the</strong>near future, <strong>the</strong>y will be <strong>the</strong> economic giants <strong>in</strong> <strong>and</strong> <strong>the</strong> guarantors of a dynamic<strong>and</strong> prosperous Baltic Sea Region.117
