On <strong>the</strong> whole, <strong>the</strong> B4 have relatively active lobby<strong>in</strong>g <strong>and</strong> support networks for <strong>SMEs</strong>, both publicly<strong>and</strong>privately-led. The primary issue is not <strong>the</strong> lack of adequate governance mechanisms for <strong>SMEs</strong> <strong>and</strong><strong>in</strong>novation policies, but ra<strong>the</strong>r <strong>the</strong> lack of coord<strong>in</strong>ation between <strong>the</strong> different actor groups.Programmes, Policies <strong>and</strong> ProgressAs with <strong>the</strong> <strong>in</strong>stitutional structure, programmes <strong>and</strong> policy mechanisms focused on <strong>SMEs</strong> havedeveloped rapidly over <strong>the</strong> past several years. EU accession (<strong>and</strong> PHARE funds) has served as aguid<strong>in</strong>g <strong>and</strong> catalys<strong>in</strong>g force <strong>in</strong> this area. In each of <strong>the</strong> B4 countries, <strong>the</strong>re are several key policydocuments establish<strong>in</strong>g priorities for action to support <strong>SMEs</strong>. In most of <strong>the</strong> B4 countries, <strong>SMEs</strong>are specifically mentioned <strong>in</strong> <strong>the</strong> context of <strong>the</strong>ir national <strong>in</strong>novation programmes.
