<strong>Municipal</strong> <strong>Study</strong> <strong>2011</strong>Assistance to the AgedEach municipality is required by legislation to operate a Long-Term care (LTC) home. Operators canalso include charitable and private sector organizations. All LTC operators are provincially funded andgoverned by the same legislation and standards set by the Ministry <strong>of</strong> Health and Long-Tem Care(MOHLTC).LTC Services provide quality resident-focused care within municipal LTC homes and <strong>of</strong>fer programsthat meet the needs <strong>of</strong> individuals who are no longer able to live independently. The goal is tomaximize quality <strong>of</strong> life and safety for residents.Some municipalities provide community programs (for example, adult day services, homemakers andmeals on wheels) which provide support to clients and family caregivers. These services enable manyclients to remain independent in their own homes.Specific objectives include: Provision <strong>of</strong> 24-hour nursing and personal care Proper dietary and nutritional assessments Stimulating recreational and social activities Quality housekeeping and environmental servicesEach municipality’s results are influenced to varying degrees by a number <strong>of</strong> factors, including: Staff mix: ratio <strong>of</strong> registered and non-registered staff varies amongst municipalities, resulting in ahigher cost structure for registered staff Support and type <strong>of</strong> programming provided as determined by Council Role <strong>of</strong> Local Health Integration Networks (LHINs): establishing the mix <strong>of</strong> health services for agiven community Demographics: age <strong>of</strong> the population and specific needs <strong>of</strong> the client Uncontrollable price variables: pay equity legislation and wage arbitration, availability <strong>of</strong>appropriate skilled workers Other providers: charitable and private sector participation in the ling-term care businessRevenue & Expenditure Analysis & MPMPs132
