Itenriches the quality <strong>of</strong> life, generates considerable benefits and greatly contributes to a community’sability to build wealth through innovation and creativity. Culture Services are provided to residents bycreating and encouraging opportunities for local artists.Culture Services endeavours to:Improve artistic activity and participation by promoting access to cultural venuesDisplay local culture by promoting interest in cultural festivals and eventsEncourage development <strong>of</strong> the culture sector in each municipalityFund and support non-pr<strong>of</strong>it cultural organizations to provide arts and heritage programs acrossthe communityPromote and display local heritage through our local museums and heritage initiativesEach municipality’s results are influenced by a number <strong>of</strong> factors which include:Program mix: each municipality funds a different set <strong>of</strong> programs in terms <strong>of</strong> historical sites, artsgrants, cultural events and other cultural servicesFinancial support: arts grants per capita can be influenced by the size <strong>of</strong> the funding envelope andthe size <strong>of</strong> the arts communityPlanning and integration: whether a municipality has adopted a cultural policy or plan may affectthe way programs and services are delivered, how annual data is collected and the amount <strong>of</strong>funding invested in the communityLevel <strong>of</strong> municipal government: where two-tier local government structures exist, cultural activitiesmay be provided at both levels (region and lower-tier), making comparisons with single-tiermunicipalities difficultRevenue & Expenditure Analysis & MPMPs155
