<strong>Municipal</strong> <strong>Study</strong> <strong>2011</strong>Net Financial Liabilities RatioNet Financial Liabilities Ratio is total liabilities minus assets as a percentage <strong>of</strong> own source revenues.This ratio indicates the extent to which financial liabilities could be met by its operating revenue.Where this ratio is falling it indicates that the municipality’s capacity to meet its financial obligationsfrom operating revenue is strengthening. A ratio greater than zero indicates that total liabilities exceedtotal assets. There is no optimal number or range for this indicator. What is important is that amunicipality understands and is comfortable with the ratio it has and it has been determined based onfuture needs and long term financial sustainability. Net financial liabilities is a broader and moreappropriate measure <strong>of</strong> indebtedness than debenture debt as it includes all <strong>of</strong> a municipality’s financialassets and obligations compared with own source revenues.
