<strong>Municipal</strong> <strong>Study</strong> <strong>2011</strong>Revenue and Expenditure AnalysisThe net per capita operating costs are calculated using schedule 40 FIR expenditures less schedule12 revenues (excluding Tangible Capital Asset Grants). Changes in per capita expenditures reflectchanges in expenditures relative to population. Increasing per capita expenditures can indicate thatthe cost <strong>of</strong> providing services is outstripping the community’s ability to pay, especially if spending isincreasing faster than the resident’s collective personal income. If the increase in spending is greaterthan can be accounted for by inflation or the addition <strong>of</strong> new services, it may indicate decliningproductivity. This section also includes, where appropriate, calculations <strong>of</strong> the revenue recovery forvarious services. Staffing levels have also been included in select schedules. Note: The Water andWastewater have been moved to the Water/WW section <strong>of</strong> the report.The <strong>Municipal</strong> Performance Measurement Program (MPMP) is an initiative designed to providetaxpayers with useful information on service delivery and municipalities with tools to improve thoseservices over time.
