5330, 5331, 5341 YOUTH AND FAMILY SERVICESDEPARTMENT DESCRIPTIONThe Youth and Family Services Office administers the Comprehensive Youth ServicesAct for At-Risk Youth and Families (CSA) for the City and <strong>County</strong>. The CSA is a 1993<strong>Virginia</strong> Law that provides funding for high-risk youth and their families. The purposeof the act is to provide high quality, child centered, family focused, cost effective, andcommunity based services. The law defines certain categories of youth that must receiveservices. Local costs are required as matching funds for state allocations. The program is“sum sufficient” which means that the locality must fund its share of the mandatoryservices. Management of the funds is done on the local level by two interagency teams.They are the Community Policy and Management Team and Family Assessment andPlanning Team.
