Annex 5: Short Version of the Questionnaire Used<br />

The following Annex includes a short version of the questionnaire that was used to interview<br />

stakeholders for this study.<br />

General Introduction<br />

The Assembly of Heads of State and Government of the African Union adopted at its 18 th Ordinary<br />

Session held in Addis Ababa, Ethiopia, in January 2012, the decision to establish a Pan-African<br />

continental free trade area (CFTA) by 2017. The session also approved the Action Plan for Boosting<br />

Intra-Africa Trade (BIAT). In approving the BIAT Action Plan, the Assembly mandated the African<br />

Union Commission, in collaboration with the regional economic communities and development<br />

partners, to ‘develop a strategy to implement the action plan’.<br />

The BIAT Action Plan provides, in general terms, an indicative list of programmes and activities to<br />

be implemented in the short and long term at national, regional, and continental levels. The<br />

stepping up of trade in services as a new opportunity for intra-Africa trade is part of the second<br />

group of problems and priorities of the BIAT initiative.<br />
