QUESTIONNAIRE FOR <strong>CASE</strong> STUDY ON EDUCATION SERVICES UGANDA<br />

As part of an effort to address the challenges of Intra-African trade, and the need to come up<br />

with strategies to improve the situation, the African Union Summit of Heads of Government in<br />

January 2012 adopted an Action Plan for Boosting Intra-African Trade and a Framework for the<br />

fast tracking of a continental free trade agreement (CFTA). Services are considered by the<br />

African Union Commission (AUC) and the Economic Commission for Africa (ECA), as a major<br />

area of growth potential for the future. As such, enhancing trade in services is an important,<br />

emerging opportunity. As part of the need to raise the profile of the services sector, the AUC<br />

with the support of key donors: USAID, UNDP, GIZ and the EU is undertaking a series of case<br />

studies on the service sectors for selected African countries.<br />

This Questionnaire administered on behalf of the African Union Commission’s Department of<br />

Trade and Industry with support from USAID will assist to collect information on the education<br />

sector in Uganda, by examining the operation of universities and other educational<br />

establishments, together with the policies that affect their performance. The goal of the<br />

questionnaire is also to identify the way in which universities and educational establishments<br />

are offering programs and reaching out to foreign students either at home or abroad, thus<br />

contributing to the export of educational services by Uganda. This case study will include<br />

recommendations for policy improvements and interventions to address the challenges of<br />

universities and educational institutions as they seek to enhance their exports of education<br />

services.<br />
