Services being a crosscutting sector, the responsibility for their coordination goes beyond a<br />

single ministry; many departments and institutions contribute to their development. At the<br />

institutional level, the implementation and monitoring of government policy on culture and arts<br />

is vested in the Department of Culture and Tourism. However, a number of public agencies<br />

listed in Table 7 are involved in the management and implementation of cultural services.<br />

The classification in Table 7 follows the categories of cultural goods and services as proposed by<br />

UNESCO and adopted by the government of Burkina Faso. The greater number of agencies<br />

involved in performances and cultural activities, mostly classified as services, illustrates the<br />

importance of the cultural services industry and its activities.<br />

In total there are 16 government agencies and departments, including four main branches, that<br />

are involved in the cultural sector’s management and development. The four are the Directorate<br />

of Cultural Heritage (CPB), the General Directorate of Books and Public Reading (DGLLP), the<br />

Directorate General of Tourism (DGT), and the Directorate General of Training and Research<br />

(DGFR). Out of the 12 other central departments, 7 can be considered as specific to the cultural<br />

sector. These are the Department of Plastic and Applied Arts (DAPA), the Department of<br />

Performing Arts (DAS), 22 the Directorate of National Cinematography (DCN), the Directorate<br />

for the Promotion of Cultural and Creative Industries (DPICC), 23 the Directorate for Classifying<br />

Sites on the World Heritage List (DSC/PM), the General Directorate of Sector Statistics and<br />

Studies (DGESS), and the General Directorate of the National Week of Culture (DG/SNC), the<br />

only central department located outside of Ouagadougou.<br />

For many years, the public administration in charge of cultural issues was only located in<br />

Ouagadougou. For the past few years, Burkina Faso has entered into a decentralisation process.<br />

Thus, one regional directorate of the Ministry of Culture and Tourism was opened in each of the<br />

13 provinces. As the culture sector crosscuts many issues, departments from other ministries are<br />

completing the work the Ministry of Culture and Tourism.<br />
