Stephanie Hightower, originally from Oklahoma, studied <strong>art</strong> in<br />
New York City and is an actively exhibiting studio <strong>art</strong>ist who has<br />
received numerous honors.<br />
In 1999, with the opportunity to apply for Community <strong>Art</strong>s<br />
P<strong>art</strong>nerships (cap) funding, the sop examined its strengths and weaknesses.<br />
The program was already operating at full capacity and using all space<br />
available, so a p<strong>art</strong>nership with a community-based organization <strong>of</strong>fered<br />
a way to expand and reach an underserved population. While Cooper’s<br />
pre-college sop programs were free, there were barriers to attendance that<br />
many young people couldn’t overcome: the cost <strong>of</strong> transportation to<br />
Manhattan, the need to work on weekends, and even the fear <strong>of</strong> leaving<br />
their neighborhood or having to return to dangerous streets at late<br />
hours. So a community-based p<strong>art</strong>ner site had distinct advantages as<br />
a magnet for young people.<br />
