Clear and deep perception of the need for change by the managers of the<br />

change process is essential. Perception of change is important but not sufficient and<br />

should therefore be supported by a mix of actual activities of the managers. On the<br />

other hand, the organization's staff must be helped to understand that the current<br />

organizational structure should be adapted to new requirements posed by a competitive<br />

economy that managers have to be effective tools for planning and evaluation of<br />

complex activities, and their decisions need a participatory foundation, using modern<br />

management methods and techniques. Changing nature of competition and quality<br />

competition in complex and volatile environment requires consideration of new<br />

organizational structure, the reconfiguration of skills and workforce skills and<br />

flexibility and adaptability in strategic management decisions. One area where the<br />

above is a permanent presence, the military is because of two fundamental realities:<br />

integration into NATO and the effective and meaningful presence in the hottest theaters<br />

of operations, the Romanian troops. <strong>The</strong> speed and efficiency changes in the military<br />

system can be considered and are the real landmarks that can be reported and other<br />

parts of the Romanian society, especially since our country has acquired a status of<br />

exception, that a member of the European Union .<br />

Approach to integrate the entire national security system international security<br />

organizations in the spirit of European principles laid down in national security strategy<br />

of the European Union, so at this time there is a broad and holistic approach to security,<br />

democracy and ensuring effective judicial supervision national security activities.<br />

However, the emphasis is on prevention and prediction: a proactive approach and based<br />

on information, but also on developing a global model for the exchange of information,<br />

particularly through operational cooperation and judicial cooperation in criminal<br />

matters for integrated border management, a commitment and training for innovation<br />

that defines the external dimension of internal security / cooperation with third<br />

countries and shows flexibility to adapt to future challenges.<br />

<strong>The</strong> design change involves going through the program preparation phase,<br />

implementation of change and reduce resistance to change. Implementing<br />

organizational change is the final step of the process changes the actual implementation,<br />

testing, analysis and evaluation of change and improvement. <strong>The</strong> key to success in<br />

management organization operating in a volatile environment is self-organization.<br />

Management should focus on systems and procedures of hierarchical control, it leads<br />

through formal meetings with managers empowered to decide their level of action,<br />

analyze results and require action by efficient resource allocation plans, budgets and<br />

targets achieved. <strong>The</strong> time spent by managers of strategic issues should be created<br />

conditions to grow and to encourage self-organization. <strong>The</strong> phenomenon of selforganization<br />

involves cooperative processes between identical individuals from a<br />

particular point of view (physic-chemical, biological, organizational). This phenomenon<br />

is irreversible, develops over time and involves interaction with the external<br />

environment. To develop systems must be kept far from equilibrium. This process can<br />

manage the organizational change management.<br />

All features discussed organizations that complex systems are found in military<br />

organization, specifying that it includes some features which are absolutely distinct,<br />
