4.3 A strong and progressive organisation<br />
Operating Model Review<br />
Stages 1 and 2 of the Administration’s Operating Model Review have been completed. Key outcomes of this include<br />
improvements to systems, processes, and organisational capability. Changes to the organisational structure which have<br />
commenced will also enable better alignment to the City’s strategic pillars, improved customer outcomes and enhanced<br />
abilities to deliver on the Corporate Business Plan.<br />
Employee Health and Wellbeing<br />
The Executive Management Team has endorsed a new workplace health and wellbeing programme for employees that will<br />
aim to improve the lifestyle of our staff and consequently improve their health and wellbeing.<br />
Australian Business Excellence Framework (ABEF) Training<br />
Fourteen of the City’s employees attended the Australian Business Excellence Framework (ABEF) training during the<br />
<strong>2014</strong>/<strong>15</strong> financial year.<br />
Governance<br />
The Council’s <strong>Annual</strong> <strong>Report</strong> 2013/14 including the <strong>Annual</strong> Audited Financial Statements for the period ending 30 June<br />
<strong>2014</strong> was completed and reported to the 11 November <strong>2014</strong> Council Meeting.<br />
Council considered the outcome of the Ward Boundary Review on 3 March, which recommended that the four current<br />
wards be reduced to three wards with no reduction in Elected Member representation. The report was forwarded to the<br />
Local Government Advisory Board for consideration and the final ward structure will be implemented prior to the 20<strong>15</strong><br />
October elections.<br />
The eight-year Local Law review process is well under way.<br />
Integrated Planning<br />
Council adopted the Corporate Business Plan 20<strong>15</strong> – 19 on 9 June 20<strong>15</strong>.<br />
Finance<br />
The City received an unqualified auditor’s report for the Financial Statements 2013/14.<br />
The completion of the mid-year budget review took place and was endorsed by Council in March 20<strong>15</strong>.<br />
Council adopted the 20<strong>15</strong>/16 <strong>Annual</strong> Budget in June 20<strong>15</strong>.<br />
Procurement<br />
The new Purchasing Policy and the related Management Procedures for the City have been developed, reviewed and<br />
implemented. The Policy and Procedures represent a significant improvement in the way the City conducts its business<br />
with contractors and suppliers in respect of the City’s procurement practices. All contractors and suppliers have been made<br />
aware of the City’s ethical position in respect of its business dealings in line with the City’s Statement of Business Ethics.<br />
A Purchasing Policy training programme has been developed and over <strong>15</strong>0 staff have completed the training, raising<br />
awareness across the City of the Purchasing Policy requirements, statutory procurement obligations and the processes<br />
available to City officers undertaking procurement activities.<br />
