The City is in the process of updating all its local laws. Many<br />

were made in 1999, and were contemporary in their day,<br />

but require updating to the point where replacement in<br />

many instances is warranted.<br />

The City has undertaken public consultation on the draft<br />

Penalty Units, Waste, Parking and Public Places and Local<br />

Government Property Local Laws and proposed to progress<br />

their adoption in the fourth quarter of 20<strong>15</strong>.<br />

DISABILITY ACCESS<br />

AND INCLUSION PLAN<br />

Compliance with State legislation requires local government<br />

authorities to develop, implement and regularly review<br />

Disability Access and Inclusion Plans as a means of furthering<br />

the principles and objectives of the Disability Services Act<br />

1993 (amended 2004).<br />

The City’s existing 2012 – 20<strong>15</strong> Disability Access<br />

and Inclusion Plan was adopted in January 2012. A<br />

comprehensive review of this plan has been undertaken<br />

as part of the development of the Access and Inclusion<br />

Plan 2016 – 2019. This plan is due to be lodged with the<br />

Disability Services Commission by December 20<strong>15</strong>.<br />

Local government authorities are also required to annually<br />

report on the current plan’s implementation. The annual<br />

progress report for the period <strong>2014</strong>/20<strong>15</strong> was completed and<br />

submitted to Disability Services Commission on 29 June 20<strong>15</strong>.<br />

Initiatives undertaken during the <strong>2014</strong>/<strong>15</strong> financial year:<br />

• The City of Wanneroo worked with the Fishers with<br />

Disabilities Association to create an online portal which<br />

identified recreational fishing locations in Western<br />

Australia with varying levels of accessibility.<br />

• Aquamotion delivered two programmes for participants<br />

with special needs and/or disabilities that run within their<br />

Swim School.<br />

• A portable sling hoist that can be used for entry and<br />

removal of patrons in the pool is currently being sourced<br />

and expected to be purchased before the end of the<br />

financial year.<br />

• New customer service area at the Civic Centre has<br />

been built to standard with wider internal doors for<br />

wheelchair access.<br />

• New customer service counter at the Civic Centre has<br />

a dedicated desk at a suitable height for wheelchair or<br />

gopher bound customers.<br />

• eResources have been expanded including eBooks,<br />

eMagazines and eNewspapers and with the new addition<br />

of eAudio titles in <strong>2014</strong>/<strong>15</strong>.<br />

• Continuing use and expansion of genre stickers and<br />

booklists to assist with selection of physical resources.<br />

• eNewsletter now reaches approximately 9,000 homes<br />

allowing access for those physically unable to visit<br />

the library.<br />

• Books in a Bag Book Club resource kits now include<br />

a large print copy and continue to include an eAudio<br />

version.<br />

• Weeding of stock to make the library shelves less<br />

cluttered and more inviting across service.<br />

• Removal of stock from the top shelves of library shelving<br />

and in the case of Girrawheen Library, new reducedheight<br />

shelving to improve accessibility.<br />

• Addition of a wheelchair-height self-issue machine at<br />

Girrawheen Library.<br />

• Building Compliance Audit has been carried out at<br />

Girrawheen Library, identifying a number of items to be<br />

actioned in 20<strong>15</strong>/16.<br />

• New Front of House Model launched in May 20<strong>15</strong> to<br />

enable staff to better assist visitors to the libraries in<br />

providing service where customers need it e.g. helping<br />

patrons to find items on the shelf.<br />

• Increased loan limit from <strong>15</strong> to 50 to potentially reduce<br />

physical visits.<br />

• New grace period of 7 days for overdue items so that<br />

books can be renewed online and at self-check.<br />

• Magnifying sheets are now available to housebound<br />

Books on Wheels patrons.<br />

• The City of Wanneroo facilitated an internal Disability<br />

Awareness week activity with the aim to break down<br />

barriers to promote an inclusive environment and equal<br />

opportunities for all.<br />

The City’s website has been designed in accordance with<br />

the World Wide Web Consortium (W3C) internationally<br />

recognised Web Accessibility Initiative (WAI) guidelines. It is<br />

intended that all pages on the City of Wanneroo's website<br />

will conform to at least a priority 2 "AA" rating.<br />

WANNEROO LIBRARY AND<br />

CULTURAL CENTRE GIFT FUND<br />

The Wanneroo Library and Cultural Centre has not received<br />

any gifts or donations during the reporting period.<br />
