effectiveness, efficiency and <strong>equity</strong> at the local level. The adm<strong>in</strong>istrative costs <strong>of</strong><br />

implement<strong>in</strong>g cost shar<strong>in</strong>g must be kept to a m<strong>in</strong>imum.<br />

15. Cost shar<strong>in</strong>g mechanisms must be regularly monitored and evaluated with a view to<br />

ensur<strong>in</strong>g quick feedback on the consequences <strong>of</strong> cost shar<strong>in</strong>g, particularly regard<strong>in</strong>g<br />

the impact on the poor, women and children.<br />

7. Participants developed practical guidel<strong>in</strong>es for the implementation <strong>of</strong> several, <strong>of</strong> the<br />

above pr<strong>in</strong>ciples.<br />

8. Participants committed themselves to dissem<strong>in</strong>ate the above pr<strong>in</strong>ciples and organize<br />

appropriate follow-up activities to the present Consensus at the national and sub-national<br />

levels. The follow-up can take the form <strong>of</strong> relevant policy analysis <strong>of</strong>, <strong>in</strong>ter alia, the taxation<br />

system, budgetary and aid allocations to basic social services, evaluation <strong>of</strong> the impact <strong>of</strong><br />

exist<strong>in</strong>g costs shar<strong>in</strong>g arrangements <strong>in</strong> light <strong>of</strong> the above pr<strong>in</strong>ciples, and the <strong>in</strong>corporation <strong>of</strong><br />

lessons from experience and f<strong>in</strong>d<strong>in</strong>gs <strong>of</strong> analysis <strong>in</strong> the formulation <strong>of</strong> <strong>sector</strong>-wide<br />

development programmes for <strong>health</strong> and education. The results <strong>of</strong> policy analysis are<br />

expected to encourage an appropriate policy dialogue and lead to necessary policy reforms<br />

with a view to mak<strong>in</strong>g the f<strong>in</strong>anc<strong>in</strong>g and delivery <strong>of</strong> social services at all levels more equitable,<br />

effective and efficient.<br />
