Grade III refers to patients receiv<strong>in</strong>g ord<strong>in</strong>ary services. It should be noted that (theoretically) patients <strong>in</strong> all grades I to III receive the same quality <strong>of</strong> services <strong>in</strong> terms <strong>of</strong> disease management. The difference is largely <strong>in</strong> hotel services. 2 The revised <strong>user</strong> fee schedule is based on the evaluation done by the MOH <strong>in</strong> early 1996 after two-and-a-half years <strong>of</strong> policy implementation).The evaluation was done to determ<strong>in</strong>e the state <strong>of</strong> cost-shar<strong>in</strong>g implementation, so as to f<strong>in</strong>d ways <strong>of</strong> improv<strong>in</strong>g the implementation process. Important also was the fact that the revision <strong>of</strong> <strong>user</strong> <strong>fees</strong> <strong>in</strong> 1996 was done to make charg<strong>in</strong>g more specific to the type <strong>of</strong> services sought.
