ARTICLE 39<br />
Preparatory stages of double-discussi<strong>on</strong> procedure<br />
1. When a questi<strong>on</strong> is governed by the double-discussi<strong>on</strong> procedure, the Internati<strong>on</strong>al<br />
Labour Office shall prepare as so<strong>on</strong> as possible a preliminary report setting out the law and<br />
practice in the different countries and any other useful informati<strong>on</strong>, together with a questi<strong>on</strong>naire.<br />
The report and the questi<strong>on</strong>naire requesting the governments to c<strong>on</strong>sult the most representative<br />
organisati<strong>on</strong>s of employers and workers before finalizing their replies and to give<br />
reas<strong>on</strong>s for their replies shall be communicated by the Office to the governments so as to reach<br />
them not less than 18 m<strong>on</strong>ths before the opening of the sessi<strong>on</strong> of the C<strong>on</strong>ference at which the<br />
questi<strong>on</strong> is to be discussed. …<br />
6. On the basis of the replies received to the questi<strong>on</strong>naire referred to in paragraph1 and<br />
<strong>on</strong> the basis of the first discussi<strong>on</strong> by the C<strong>on</strong>ference, the Office may prepare <strong>on</strong>e or more<br />
C<strong>on</strong>venti<strong>on</strong>s or Recommendati<strong>on</strong>s and communicate them to the governments so as to reach<br />
them not later than two m<strong>on</strong>ths from the closing of the sessi<strong>on</strong> of the C<strong>on</strong>ference, asking them<br />
to state within three m<strong>on</strong>ths, after c<strong>on</strong>sulting the most representative organisati<strong>on</strong>s of employers<br />
and workers, whether they have any amendments to suggest or comments to make.
