THE REFORM OF ILS<br />
The “integrated approach”<br />
The “integrated approach” (see GB.279/4, Geneva, November 2000;<br />
GB 280/2, March 2001) is a method aimed at increasing the coherence, relevance<br />
and impact of ILS and <strong>related</strong> activities in different areas by developing<br />
comm<strong>on</strong> plans of acti<strong>on</strong> to guide these activities. It will be tested with<br />
<strong>ILO</strong> standards-<strong>related</strong> activities in the area of occupati<strong>on</strong>al safety and health<br />
at the ILC in 2003. C<strong>on</strong>sensus-building will be a main feature throughout all<br />
phases of the “integrated approach”:<br />
l First phase: In-depth analyses by subject-matter of <strong>ILO</strong> objectives, existing<br />
ILS and <strong>related</strong> activities, including promoti<strong>on</strong>al activities and technical cooperati<strong>on</strong>.<br />
l Sec<strong>on</strong>d phase: Discussi<strong>on</strong> and adopti<strong>on</strong> of plans of acti<strong>on</strong> by the ILC. The<br />
plans of acti<strong>on</strong> will identify proposals for standard-setting, for other standards-<strong>related</strong><br />
activities (revisi<strong>on</strong>, c<strong>on</strong>solidati<strong>on</strong>, adopti<strong>on</strong> of other instruments)<br />
as well as for the promoti<strong>on</strong> of existing ILS (disseminati<strong>on</strong> of informati<strong>on</strong>,<br />
awareness raising, technical cooperati<strong>on</strong>, research).<br />
l Third phase: Decisi<strong>on</strong>s by the GB based <strong>on</strong> the plan of acti<strong>on</strong>.<br />
The maritime approach to standards reform<br />
The envisaged reform of <strong>ILO</strong> maritime standards, as agreed by the Joint<br />
Maritime Commissi<strong>on</strong> in January 2001 and approved by the GB in March<br />
2001, is based <strong>on</strong> the c<strong>on</strong>solidati<strong>on</strong> of all existing maritime C<strong>on</strong>venti<strong>on</strong>s, as<br />
far as possible, in <strong>on</strong>e framework C<strong>on</strong>venti<strong>on</strong>:<br />
l this framework C<strong>on</strong>venti<strong>on</strong> will c<strong>on</strong>sist of several thematic parts;<br />
l each thematic part will assemble the valid key principles of existing maritime<br />
C<strong>on</strong>venti<strong>on</strong>s and will be complemented by annexes c<strong>on</strong>taining detailed<br />
requirements;<br />
l whereas the thematic parts can be ratified <strong>on</strong>ly altogether, there will be<br />
choice of ratificati<strong>on</strong> for the annexes;<br />
l ratificati<strong>on</strong> of the C<strong>on</strong>venti<strong>on</strong> and annexes will automatically involve denunciati<strong>on</strong><br />
of the existing C<strong>on</strong>venti<strong>on</strong>s thematically covered by the annexes;<br />
l there will be a facilitated revisi<strong>on</strong> mechanism for the annexes.<br />
The reform process will extend over several years and involve annual<br />
meetings of a high-level tripartite maritime working group (2001-2003), a<br />
preparatory maritime meeting (2004) and a maritime sessi<strong>on</strong> of the ILC for<br />
the final adopti<strong>on</strong> of the proposed new C<strong>on</strong>venti<strong>on</strong> (2005).<br />
l At its sessi<strong>on</strong> in March 2001, the GB has started examining the need for changes to<br />
the ILS supervisory system. It was decided to focus, as a first priority, <strong>on</strong> the<br />
functi<strong>on</strong>ing of the reporting system.<br />
