EMPLOYERS’ HANDBOOK ON <strong>ILO</strong> STANDARDS-RELATED ACTIVITIES<br />
Employers’ views <strong>on</strong> ILS reform<br />
The employers have welcomed the recent initiatives and decisi<strong>on</strong>s to reform ILS<br />
activities, in particular the “integrated approach” which, in their view, goes in the right<br />
directi<strong>on</strong>. However, they also realize that further analyses of the problems involved are<br />
needed and c<strong>on</strong>crete steps to translate the “integrated approach” into practicable soluti<strong>on</strong>s<br />
still have to be taken. Moreover, in the employers’ view, the adaptati<strong>on</strong> of ILS and<br />
respective procedures to changing needs should be seen as a c<strong>on</strong>stant task and process.<br />
The detailed views and proposals of the employers regarding the present ILS reform<br />
are c<strong>on</strong>tained in the above-menti<strong>on</strong>ed IOE positi<strong>on</strong> paper (see Appendix 8). A<br />
reading of this positi<strong>on</strong> paper is str<strong>on</strong>gly recommended.<br />
The following more general questi<strong>on</strong>s and issues may be raised in the c<strong>on</strong>tinuing<br />
reform discussi<strong>on</strong>s:<br />
l Re-evaluati<strong>on</strong> of objectives and functi<strong>on</strong>s of ILS<br />
In view of the fundamental changes in ec<strong>on</strong>omic and social structures that<br />
have occurred since the ILS system came into being, a detailed re-evaluati<strong>on</strong> of the<br />
objectives and functi<strong>on</strong>s of ILS seems justified. In this c<strong>on</strong>text, the “value added”<br />
of labour regulati<strong>on</strong> at internati<strong>on</strong>al level, i.e. its c<strong>on</strong>crete benefits to ec<strong>on</strong>omic<br />
and social development at the nati<strong>on</strong>al level, should be studied. Particular attenti<strong>on</strong><br />
should be given in this regard to the impact of ILS <strong>on</strong> ec<strong>on</strong>omic efficiency,<br />
competitiveness and the ability of enterprises to create jobs and income.<br />
l Comprehensiveness of the ILS system<br />
Given the limited instituti<strong>on</strong>al capacity of many member States regarding ratificati<strong>on</strong><br />
and implementati<strong>on</strong> of ILS, it could be worthwhile to examine how comprehensive<br />
an “ideal” system of ILS, i.e. a system which will have the best possible<br />
effect, should be.<br />
l Indicators/goals as part of ILS<br />
Specific time-bound steps to implement an ILS and some basic indicators/<br />
goals to measure achievements might be included in new ILS. This could make<br />
implementati<strong>on</strong> more reliable, simplify supervisi<strong>on</strong> and provide valuable feedback.<br />
l Diversificati<strong>on</strong> of standards-<strong>related</strong> acti<strong>on</strong>/complementary acti<strong>on</strong><br />
As alternatives or supplements to ILS, other standards-<strong>related</strong> acti<strong>on</strong>, such as<br />
declarati<strong>on</strong>s, technical guidelines, codes of practice and benchmarking/best practices<br />
should be c<strong>on</strong>sidered more systematically. In additi<strong>on</strong>, in order to facilitate<br />
the implementati<strong>on</strong> of ILS, more targeted use should be made of complementary<br />
acti<strong>on</strong>, such as manuals, acti<strong>on</strong> plans and public campaigns.<br />
l Coordinati<strong>on</strong> of ILS with acti<strong>on</strong> in other disciplines<br />
Major obstacles to ILS implementati<strong>on</strong> in many developing countries include<br />
a general lack of instituti<strong>on</strong>al capacity and low productivity levels. In order to<br />
ensure that the necessary framework c<strong>on</strong>diti<strong>on</strong>s for ILS implementati<strong>on</strong> are provided<br />
and thus to facilitate their implementati<strong>on</strong>, it might be useful if the <strong>ILO</strong>
