RENEWING WORK ON LABOUR STANDARDS<br />
Most <strong>ILO</strong> standards are not well known<br />
<strong>ILO</strong> C<strong>on</strong>venti<strong>on</strong>s and Recommendati<strong>on</strong>s are a vital source of protecti<strong>on</strong> for working<br />
people all over the world. However, except for a handful of C<strong>on</strong>venti<strong>on</strong>s, most <strong>ILO</strong> standards<br />
are not well known. Ratificati<strong>on</strong> is also a growing problem because of treaty c<strong>on</strong>gesti<strong>on</strong>. Of the<br />
23 C<strong>on</strong>venti<strong>on</strong>s and two Protocols adopted in the 15 years from 1983 to 1998, <strong>on</strong>ly three have<br />
received at least 20 ratificati<strong>on</strong>s. Even when ratified, many C<strong>on</strong>venti<strong>on</strong>s are <strong>on</strong>ly weakly implemented.<br />
The need to reinvigorate internati<strong>on</strong>al labour standards<br />
If the <strong>ILO</strong> is to ensure its c<strong>on</strong>tinued relevance in this field and reassert the usefulness of<br />
internati<strong>on</strong>al standards, it will need to reinvigorate its efforts and experiment with new approaches.<br />
Fortunately, the C<strong>on</strong>stituti<strong>on</strong> of the <strong>ILO</strong> offers a wide range of acti<strong>on</strong> and provides<br />
the necessary tools. This work is already under way, having started at the 1994 sessi<strong>on</strong> of the<br />
C<strong>on</strong>ference and c<strong>on</strong>tinued at subsequent sessi<strong>on</strong>s and within the Governing Body, especially as<br />
c<strong>on</strong>cerns the revisi<strong>on</strong> of standards. This debate should be extended and deepened.<br />
How to enhance <strong>ILO</strong> work <strong>on</strong> standards<br />
A number of acti<strong>on</strong>s are necessary to raise the profile and increase the relevance of the<br />
<strong>ILO</strong>’s work <strong>on</strong> standards:<br />
l preparing the ground for new standards more thoroughly;<br />
l exploring new methods of standard setting;<br />
l engaging in deeper analysis of existing standards, their synergy, lacunae, and impact <strong>on</strong><br />
various groups;<br />
l accelerating the revisi<strong>on</strong> of outdated instruments to build <strong>on</strong> progress already made and<br />
promoting priority standards as problem-solving tools;<br />
l stepping up efforts to help countries implement <strong>ILO</strong> standards;<br />
l enhancing the impact of the supervisi<strong>on</strong> of standards; and<br />
l reasserting the role of <strong>ILO</strong> standards in the broader world c<strong>on</strong>text.<br />
